You get 2 Splintered Spark of Shadowflame (so a full Spark of Shadowflame) in the first week of patch 10.1 from the quest Power Unified.
After that, you get one Splintered Spark of Shadowflame from a weekly quest. There is no random element any more, meaning you can create one Spark of Shadowflame every two weeks for the entirety of Patch 10.1.

You can get one Splintered Spark of Shadowflame per week from weekly quests, starting with the release of patch 10.1. Combine two to create a Spark of Shadowflame, used for crafting Dragonflight Season 2 gear.

Additionally there is a one-time quest, Power Unified, which gives you one bonus Splinter, once per character.

You can also buy a Splinter for 6 Aspects' Token of Merit from Evantkis if you are unlucky with your Great Vault.

To get the weekly Splintered Spark, you have to complete either:

Mimuup's PvE weekly quest A Worthy Ally: Loamm Niffen in Zaralek Caverns

Malicia's random weekly PvP quest in Valdrakken (Proving Solo, Proving in Battle, Proving Teamwork, Proving in Arenas, Proving in War or Proving in Skirmishes)

Kaivax at Blizzard also clarified that there is a catchup mechanic for alts or players who join later in the season:

Sparks are every 2 weeks starting tomorrow (half a spark per week), and there is a tutorial quest that grants an additional half spark. This means players can get their first full spark the same week as the release of the patch, and the second spark will be creatable on week 3 (the week after season 2 starts), etc.

For any characters that fall behind on Spark creation, extra Sparks have a higher chance to drop from sources like:

M+ end-of-dungeon chests
PvP Wins
The new World Boss
Your first time defeating the dragon boss of the Fyrakk Assault
The public event Researchers Under Fire
Niffen Cave Dives
Aberrus raid bosses

until the character is caught up.

If you want to check how many Splintered Spark of Shadowflame you have obtained during Season 2 you can run this script:

The cap for catchup drops is 𝑥+2 Splinters where 𝑥 is the number of weeks since the season started (May 9th for NA/10th for EU) and then you can get one additional Splinter from the weekly quest on top of that.

How to get this on an alt:
1. Accept The Land Beneath in Valdrakken.
2. Follow the campaign until you reach Zaralek, then head to Loamm and accept quest: Power Unified ( Power Unified) from Examiner Tae'shara.
3. Accept quest: A Worthy Ally: Loamm Niffen ( A Worthy Ally: Loamm Niffen ) from Mimuup.
DISCLAIMER: It is very important you accept this quest first things first when you reach the city of Loaam, and especially before you complete "Smells Like Loamm" so the 2.5k rep reward completes the Worthy Ally quest. I tested this on an alt and I am stuck at 0/1500 rep which i now have to grind out.
4. Continue the campaign with Wrathion and Sabellian, untill you reach quest: Smells Like Loam ( Smells Like Loamm ) You can view your campaign progress on this link. Turning this quest in will reward you with enough rep to finish a Worthy Ally and complete unlock the faction's renown. The bag from quest reward will award you the first spark, which will then allow you to complete "Power Unified".
The order which you accept the quests should be, or probably is less complicated, but those were the steps I followed. Hope this helps.

As of today it looks like we can now purchase a Splintered Spark of Shadowflame with 6 Aspects' Token of Merit meaning we can now craft Spark of Shadowflame gear every 1 week instead of 2.

Is there any line that we can run to see if we've gotten all caught up on these? I haven't been getting any from LFRs, and I'm starting to suspect that maybe I'm all caught up.

So right now (check the date of this coment), if you ding 70 now, you have 25 Splintered Spark of Shadowflame available to drop for you (23 weeks + 2 extra)

I tried the catch-up system with serveral alts and i can say the extra chance to drop its bigger, the less splinters you already looted.
A full LFR (3wings) will give you 2-3
In dungeons, Dawn of the Infinite has the biggest chance for drops. In this dungeon even use to drop any in heroic mode.

Looks like as of 10.2 these can no longer be obtained. I still have one in my bags but can never turn it into a full spark anymore I guess :/ Wonder if I should keep just incase or send it to the bin :D

These are capped to 29 in total per character, plus any bought with Aspects' Token of Merit during season 2 (credits to AySz88 (see the reply below)). This corresponds to 28 weeks of 10.1 and Power Unified. To track the amount you can use SavedInstances or the API completion code in the top comment. If you are at cap the 29th splinter can be destroyed or banked as keepsake, as it's unlikely this cap will ever increase.

If you are below cap, the following sources can reward Shadowflame splinters, in descending order of approximate drop rate.

Dawn of the Infinite heroic (100% per boss)
Scentsational Niffen Treasures (100%)
Launch Sniffenseeking (~50%)
Researchers Under Fire
Indebted Researcher's Gift
Kretchenwrath & Shadeisethal

Heroic Dawn is by far the easiest source, attempting to farm it for Dragon Shard of Knowledge on a new 70 it dropped on every single boss until I looted 28, after which it just stopped, zero over the next three runs.

You can still use Spark of Shadowflame for transmogs and profession skill (spend any leftover Spark of Ingenuity first), or if you want a Toxified Armor Patch armor piece and/or Engineering bracers but lack Spark of Dreams.
