EU Bugged? There is no Mahaja Cloudsong.

Edit: the NPC apparead on horde EU servers 2nd day of the event.

On Horde side, EU servers at least, this quest seems to be bugged.

If you already went outside ORG and started/finished the Detective Snap Snagglebolt quests, you WON'T be able to pick this quest up anymore in Valdrakken.

Even if you pick this quest up and use the portal to take you directly to the Gala of Gifts outside ORG, you WON'T be able to turn it in (and accept the follow-up dailies), because the NPC where you are supposed to turn it in is missing.

I tested on Alliance side, and everything seems to be working properly (NPCs are there for turn-in).

Tsk Tsk Blizz this is really something that shouldn't have passed through the test phase of development. (NPC Is not available)

Use the portal in durotar to those event location, or fly to orgrimmar and go back, npc will be there

This is bugged in the US as well. The NPC isn't outside of the festival area where the quest marker says they'll be. Blizz please fix it since you took away Lovely Charms.

As other comments here stated, this might be bugged. But for me the questgiver appears to have been phased. I was doing the questline on a level 59 and couldn't see the NPC at the Gala to turn in the quest. Once I dinged 60 I went back to Orgrimmar to talk to Chromie, exited Chromie Time, and picked up the Dragon Isles intro quests, and the formerly-absent guestgiver was then available for me to turn in the quest to at the Gala of Gifts.

I took the Scenic Getaway Portal in Valdrakken (while I had the quest active) and there was an option that was tagged as "quest" in blue. It teleported me to the Gala of Gifts and Mahaja Cloudsong was there. She didn't phased out or anything. The portal is at the center of the city and if you have the quest, a yellow dot will shine on your minimap as a quest objective.

Just FYI, it teleported me in the middle of the air and I fell down pretty hard. It didn't kill me but maybe you should use a parachute or an ability that makes you fall down slowly.

Yes this is bugged, seems to be a phasing issue.
I noticed some kind people that DO have the NPC up in their phase are posting groups in the custom group finder, so check there for a group to join.

So far, one of my alts was able to make the NPC appear by disabling war mode.

I also could not see Mahaja Cloudsong and was on an alt below 50 so not able to hop in a group to phase jump. Jumping in and out of war mode didn't do the trick for me, but going to Chromie and using Chromie Time (I picked Legion in case it matters) did the trick! Hope this helps!

I picked this up in Valdrakken and was unable to find the portal. If this happens to you, the portal is about 10 feet away at 54, 63
