Talk to the NPCs named "Loveley Reveler" to reveal them as the Crown Chemical Co. members. They are always the more susipcious looking ones near boxes, often with a purple glow around them.

Don' t bother using the stupid, broken dog, just run around and look for revelers with a (white/tan-ish) aura around them and talk to them, it's much faster.

Edit - MistwalkerAkuji is right, they also have a purple hue surrounding them. I also noticed other revealers that aren't the right ones have a green aura around them, but it's fun to see their reaction when you accuse them of wrong doings.

You can use the quest item and follow the dog as he leads you to disguised Crown Chemical Co. members, but the dog may also lead you to corpses of the crown chemical members or cause you to target ones being attacked by other players further away. They do respawn after some time. The ones that will count towards the quest had a brighter glow (with outline mode turned on) and also show the quest tracking information in the tooltip when hovering over them.

The correct ones will have the Strongly Scented buff on them (you can see it before you talk to them).
