If you have trouble delivering the barrel, ride it straight at the pile of barrels right next to the npc you got the quest from.

I was a bit confused maybe this helps others too you need to go to the position where the quest marker shows you to start with the barrel and come back to the quest npc ;)

As the other contributors say this can be a little confusing at first.

Head over to the quest marker and click on the barrel (it's near the red dragon cooking area). You now have 10 minutes to ride the barrel back to the quest giver. The green dots give you a speed up, hitting the broken barrels or rolling barrels on the way will temporarily slows you and reduces the "beer" gauge by 10. Once you get back to the NPC ride into the pile of barrels near him and the beer gauge converts to quest progress.

If you managed to avoid any obstacles you will get 100% credit in a single run - if you only got partial credit due to hitting an obstacle you can go back up and repeat until you complete the quest.

10 minutes is far more time than is needed (I completed it in 2 mins) so take your time avoid the obstacles and don't worry too much about the route.

TLDR: You need to fly up to the location marked on your map, hop onto a barrel and then ride it back to the pile of barrels next to the quest giver without hitting any obstacles.

Easy peasy too much brew makes ya queasy:

Go to the stack of barrels next to the Ruby Feast.
Mount the waiting barrel.
Ride the barrel back to the quest-giver while avoiding obstacles in the way. Pick up green orbs to go faster.

I rode around at 35% for a long time back and forth back and forth. No progress made. So I abandoned it.

If you are trying to get more brewfest tokens I have been able to bring my level 40 over to Valdrakken (ride the boat from SW or zepplin from Org).

If you've unlocked dragonriding on your other toons, your lower level character can mount up a drake right when you get to dragon isles.
Only thing is that you won't be able to level up dragonriding and only have 3 vigor. You can still fly though and use flight paths.
Note: the portals in Valdrakken are locked to level 58. You'll have to hearth or use the boat to get back.
Head over to Valdrakken and you can do Barreling Down and Bubbling Brews.

Believe or not, I actually died on this quest! Yep, I went up a ramp I wasn't supposed to then tried to get back on track by rolling off the edge to the proper trail below me....but overshot that trail and rolled right down the mountain.

Others have mentioned where to go, but I'm still trying to figure out the best route. I seem to be able to hit green boosts for the first couple and keep a good speed going but after that the buff dies shortly before the next buff. I feel like there's a better route than the straight forward and around the western edge of town but the few times I tried other pathing it seemed even worse.

UPDATE: Figured out what it is - do NOT hit the green spots directly. You will gain a speed buff but a slower one than if you just skirt by near it. So aim just to the side of the green buffs vs. directly for them.

OP: I haven't seen it mentioned but there appears to be some aspect of how you hit the green spots (or how far you avoid the busted barrels maybe?) that changes how much of a speed buff you get. Sometimes I am sped up most of the way. Sometimes only about 70% of the time. Trying to suss out the pattern... Please post/comment if you've observed similar and have ideas.

I found a route to do the whole way with very fast speed and just one slow down.

begin with the north barrel (60.7 16.7)
at the fork (53.2 22.9) go left
at the plaza (34.8 34.4) go right down the stairs

The distance between the green spots raises the further you go.
That means that you have to pick up every speed boost to keep the buff going and accelerate without any slow down.
It seems that steering a lot slows you down.

Just to gripe about it, this is another example of how Blizzard doesn't respect a player's time. Would it have been such a bad idea to include at least a general idea where the barrels are in the original quest description?

If it's ale ye be looking for, we've plenty to sample! Or at least we would if the Valdrakken folk would hurry up and bring the rest of the barrels down here. We've shipped our Brewfest brews here so they can celebrate--and wouldn't ye know it, they've already started their own traditions! Rolling barrels through the city? That's no way to treat a good brew! Mind lending a hand to bring those barrels down here? And try not to break 'em!
