This quest chain opens your level 2 garrison.
This can all be completed at level 90 (but you will probably hit 91 along the chain from quest/kill xp).

Once you have the level 1 garrison, the quest chain continues at:
A Hero's Welcome
=> Closing the Door + Dark Enemies + Think of the Children!
=> Shadows Awaken
=> Into Twilight
=> The Clarity Elixir
=> The Fate of Karabor (Solo Scenario)
=> Going Undercover
=> Escape from Shaz'gul
=> Fast Expansion (sends you back to Garrison)
=> Bigger is Better (need 200 Garrison resources to upgrade)

Companion quest to Migrant Workers.

Upon acceptance:

Yrel says: I will go with you, hero. A warm welcome awaits us at Embaari Village.

Once you leave your garrison:

Yrel says: Your garrison is impressive, hero. Even draenei builders could not work so quickly.

Along the route, she will talk with various people who are very happy to see her back!

Yrel says: I can't wait to surprise my sister, Samaara. I never thought I would see her again.
Yrel says: Hello Mister Taarvos!
Taarvos says: Yrel! Have you come back from the dead?
Yrel says: It will take more than some orcs to defeat me!

Now is a very good time to pick up WANTED: Kuu'rat's Tusks, since it's just over the hill. Just keep in mind that Yrel won't help you. Anything along the road is fair game, even Artificer Romuul. She will say various things while you fight together:

Yrel says: Let me guess. You've done this before.
Yrel says: I will aid you as best I can.

Further down the road, you pass a camp with some vendors:

Maami says: Yrel! Is that you? You still owe me six copper!
Yrel says: What was that? I couldn't hear you! Quickly hero, let's go before she comes after me!

Even the kids are happy to see her and will follow you around! If you're someone that likes to wander around, in this case, picking up all the treasures between your garrison and Embaari Village, the kids will follow too. They'll eventually disappear, but it takes a couple of minutes.

Draenei Child says: Yrel! She's come to save us!
Draenei Child says: Yay! You're here!
Draenei Child says: She's back!

And when you get close enough to the quest turn in, she'll run over to her sister:

Yrel says: Samaara! I'm back!
Smaara says: Yrel? After the Iron Horde took you, I feared the worst!
Yrel says: The light granted me strength when I needed it most. It is good to be home.

Some interesting things I discovered on the trip over...because I deviated from the path and wandered around picking herbs and looting treasures:

If you happened to approach Gloomshade Grove (although in this case, I had just discovered the Drybone Hollow area), she'll let you know she's not crazy about the idea and vanish (Don't worry, she'll come back as soon as you leave that area.):

Yrel says: Gloomshade Grove hides many dangers. If you enter, I will wait for you outside.

If you happen to stop and do the quests at Exiles Rise, she won't be there to help you. The Shadowmoon Exiles will tell you they aren't so crazy about you:

Shadowmoon Exile says: An outsider approaches.
Shadowmoon Exile says: Tread carefully, stranger.
Shadowmoon Exile says: Are you lost, stranger?

Next quests - Dark Enemies, Think of the Children!, and Closing the Door.

sometimes bugs and shows the 'kill' credits which are supposed to be invisible. was quite surprised when I saw "kill credit: garrison slain 1/1" upon leaving my garrison until I found out it was from this quest

If you wander around your garrison after accepting this quest...or just run around gathering herbs, killing beasts, or do anything with Yrel in tow that involves crossing phase borders...Yrel will drive you insane with "A warm welcome awaits us in Embari Village." She. Will. Not. Shut. Up.

Go to, and click on Yrel at coords 46.9, 50.9 and accept the quest, A Hero's Welcome.

1. A Hero's Welcome - Leave your garrison and travel south to coords 33.2, 30.8 and pick up WANTED: Kuu'rat's Tusks from Wanted: Kuu'rat (see video if unsure of specific location.

• WANTED: Kuu'rat's Tusks - Travel northeast to Drybone Hollow at coords 35.0, 27.3.
• Kill Kuu'rat, and loot Kuu'rat's Tusks from it's corpse. (This says that it is a 3 person quest, but I've been able to solo it on every damage class at level 90-91. If things get rough, you can always use your Call to Arms ability).
• Travel southeast to coords 41.7, 35.2 and follow the paved path (southeast) into Embaari Village.
• Turn in the quest, WANTED: Kuu'rat's Tusks to Eremor at coords 45.5, 37.7.
• Travel to coords 46.0, 38.9 and turn in the quest, A Hero's Welcome, to Samaara. Then accept the quest, Dark Enemies.
• Accept the quest, Think of the Children!, from Efee at coords 46.6, 37.7.
• Accept the quest, Closing the Door, from Vindicator Tenuum, nearby Efee (coords: 46.6, 37.3)

2. Closing the Door - Travel the path into Arbor Glen and kill 3 Shadowmoon Portalmaster to close the portals.

3. Dark Enemies - Kill 8 Shadowmoon Voidmancer.

4. Think of the Children! - Travel the path to 48.6, 32.3,turn left to enter the building (entrance @ coords: 48.8, 30.8), and click on Hakaam.

• Exit the building, and travel to coords 51.6, 33.5, enter the building (entrance @ coords 51.9, 32.6), and click on Ariaana, also accepting the quest, In Need of a Hero.
• In Need of a Hero - Exit the building, and click on the Draenei Bucket, just outside (coords: 51.8, 32.5), and put out the fires (inside building, near Ariaana) on the:

Bookshelf - 52.1, 32.8
Floor Fire - 52.0, 32.8
Table Fire - 52.0, 32.9

• Turn in the quest to Ariaana (coords: 52.0, 32.7), and exit the building. Travel to another building to the south (entrance @ coords: 51.8, 36.0), and click on Rastaak.
• Exit the building, and follow the path around to the right, crossing the bridge @ coords 52.0, 38.2. Continue to the Teluuna Observatory (coords: 49.1, 38.5), and turn in the quests: Dark Enemies, Think of the Children!, and Closing the Door to Prophet Velen.
• Accept the quest Shadows Awaken.

5. Shadows Awaken - Enter the observatory, and watch the scene with Ner'zhul.

• Defeat Karnoth, and turn in this quest to Prophet Velen, who will enter Teluuna Observatory. Accept the quest Into Twilight.

6. Into Twilight - Exit Teluuna Observatory, and take the paved path to the right (southwest), and continue into the Twilight Glade to coords 40.5, 55.0.

• Turn in the quest to Prophet Velen, and accept The Clarity Elixir.
• Accept the quest, Going Undercover, from Rangari Veka (coords: 40.6, 54.8)
• Accept the quests, A Grandmother's Remedy and Loola's Lost Love, from Old Loola (coords: 41.3, 55.1).
• Travel northeast into the swamp to coords 43.7, 51.6, and accept the quest, Rangari Roundup, from Rangari Navra
• A Grandmother's Remedy - Click on 6 Belly Toad to harvest the Vial of Toad Juice.
• Loola's Lost Love - Click on 5 Loose Mud, in the swamp, to search.
• Rangari Roundup - Click on 5 Hidden Rangari in the swamp.

7. The Clarity Elixir - Kill Echidnian Hydra and loot 3 Engorged Heart from their corpses.

• Kill Frenzied Swamplighter and loot 6 Swamplighter Dust from their corpses.
• Enter the tree-like structure at coords 47.2, 51.9 and loot the Pristine Star Lily (large, white flower pedals inside structure).
• Travel back to coords 40.6, 54.8, in Twilight Glade and turn in the quest Rangari Roundup to Rangari Veka..
• Turn in the quests A Grandmother's Remedy and Loola's Lost Love, to Old Loola (coords: 41.3, 55.1).
• Speak to Sylene (coords: 40.7, 54.7) to obtain your Orc disguise.
• Travel the path back into the swamp, but hang a left at coords 41.4, 53.8, following this path to coords: 35.3, 49.1, where you turn in the quest, The Clarity Elixir, to Prophet Velen.
• Accept the quest, The Fate of Karabor.

8. The Fate of Karabor - Drink the Clarity Elixir, given to you by Prophet Velen.

Inside the vision, granted to you by Prophet Velen ……

• Travel down the steps and follow Prophet Velen.
• Defeat Krull.
• At the final stage, follow Prophet Velen up the steps.
• Speak to Prophet Velen, on the stairs, and select, "Prophet, we're being overrun!"

9. Going Undercover - After the vision is over, you are back at Moonwillow Peak. Follow the path back across the bridge, to the southeast.

• Jump over the hill at coords 38.6, 55.1, and continue into Shaz'gul to plant the explosives.
• After traveling past the gates @ 38.7, 60.1, turn right and enter the Supply Hut @ 37.1, 59.6. Plant the explosives inside (37.2, 59.3).
• Exit the Supply Hut and enter the Main Lodge, across the street. Plant the explosives inside @ coords: 36.4, 61.4.
• Exit the Main Lodge, turn southeast and plant the next explosives beyond a large rock at coords: 39.1, 62.9.
• Continue southeast to coords 36.6, 65.5, where you will plant the final set of explosives.
• Travel to coords 34.2, 63.2 and turn in the quest Going Undercover to Yrel, and accept Escape From Shaz'gul.

10. Escape From Shaz'gul - Speak to Yrel and click on random chat bubbles to inspire her (see video if you are unsure what I mean).

• After the explosives are detonated, you must follow/escort Yrel out of Shaz'gul. The mobs you encounter will be weak and easily soloable. I usually mark Yrel, after she detonates the explosives, so I know which Yrel is mine (if there are multiple people and Yrels doing this quest at the same time).
• After the quest is complete, go back to Twilight Glade to coords: 40.6, 54.9, and turn in the quests Escape From Shaz'gul to Yrel, and The Fate of Karabor from Prophet Velen.
• At this point, Scout Valdez flies in on a Golden Gryphon Accept the quest, Fast Expansion, from him.

11. Fast Expansion - Speak to Gotuun (flight master of Twilight Glade), and fly to Lunarfall (your garrison), or use your Garrison Hearthstone.

• Once you are back to your garrison, turn in the quest, Fast Expansion, to Baros Alexston (coords: 41.4, 49.5), and then accept the quest Bigger is Better.

12. Bigger is Better - Click on the Architect Table, then click on your Town Hall in your Garrison Architect window. Click the red "Upgrade" button.

• After the cut-scene, go to your Town Hall (entrance @ coords: 36.4, 35.9) and turn in the quest Bigger is Better to Baros Alexston @ coords: 31.9, 31.5.

If you skipped questing entirely (and leveled some other way) and you've found yourself unable to find Yrel in your garrison, do some quests from Lieutenant Thorn (proving ground lady) and Yrel magically appeared for me!

Since Blizzard didn't add flying in WoD from the start Yrel will swim through the air if you fly.
Just something funny to point out. :P

The prerequisites to this quest are unlocked in this order:

1. Establish Your Garrison
2. Keeping it Together, Pale Moonlight, Ship Salvage
3. Build Your Barracks
4. Qiana Moonshadow
5. Delegating on Draenor
6. A Hero's Welcome

These may seem unrelated but for anyone looking to find RULKAN follower for the garrison blacksmith buff (Alliance)... you may already have her. I went to my level 2 forge to assign a follower and the blueprint table told me i had no followers with the Blacksmith trait. So I spent 30 mins flying all over SMV looking for a quest crumb I may have abandoned, but couldn't find a lead to Rulkan anywhere. Turns out I already had Rulkan but had rerolled her traits back in WoD.

Sergeant Crowler to the left just outside your garrison sells Follower TRAIT rerolls for 1000 resources. My 1st reroll put her back to a Blacksmith trait.

Description

Prophet Velen has asked me to show you around Shadowmoon Valley.

We will go first to Embaari Village, where my sister Samaara is waiting for us. I have not seen her since the Iron Horde took me to Tanaan.

The village is just one of many trading villages between the Temple of Karabor and Shattrath.

Follow the road east and make your way to Embaari Village. I will accompany you, my friend.
