The rope to climb up the wall is very hard to see. It does not sparkle like other objects you can interact with. I found the rope at 14,77

Confirmed. You can't climb the wall and there will be no rope for you.

You have to take flight path.

Flight path to Serpent's Spine, Vale of Eternal Blossoms to get there if you carried on questing in another area and couldn't find where to pick this line back up :)

You will get this quest in Winter's Blossom, Kun-Lai Summit from the flightmaster (34,59). Then you could flight to Serpent's Spine.

Bowmistress Li ends several breadcrumb quests offered to players as soon as they reach level 89 in order for them to begin questing in Dread Wastes. For a lot of players, its not intuitive how to reach her because she is located on the Serpent's Spine and on the border between zone maps. Here is a full guide:

From Kun-Lai Summit (quest Better Dead than Dread):
Talk to the flightmaster Kite Master Len that gives this quest and fly to "Serpent's Spine, Vale of the Eternal Blossoms". Alternately, you can ride to Shado-Pan Fallback, enter the doors and ascend the staircase to the top of the wall, you can then ride southward to get there.

From Townlong Steppes:
Better Off Dread - Return to Shado-Pan Garrison, talk to the flightmaster Kite Master Yao-Li and fly to "Serpent's Spine, Vale of the Eternal Blossoms".
The Threat in the South - This quest seems to be bugged and might not give the correct flightpath (and the text doesn't even mention it). You can either drop it and take one of the alternate breadcrumbs listed here (closest is Dread Space), or ride to the Dread Wastes, going to the northeast corner of the zone to the Terrace of Gurthan. Next to the wall is a very small coil of Shado-Pan Rope that you can click on to ascend to the Serpent's Spine where you can reach Bowmistress Li (and also learn that flight path).

From Vale of Eternal Blossoms (quests The Klaxxi/The Klaxxi):
Taking your faction's quest adds the flight path you need. Talk to the flightmaster in your city and fly to "Serpent's Spine, Vale of the Eternal Blossoms".

From Dread Wastes (quest Dread Space):
Taking this quest adds the flight path you need. Talk to the flightmaster Jin the Flying Keg at The Sunset Brewgarden and fly to "Serpent's Spine, Vale of the Eternal Blossoms".

If you go to Shrine of <Your Factions Shrine Name> and pick up either:
The Klaxxi Alliance
The Klaxxi Horde

You will automatically learn the Flight Path to Serpents Spine, saving you the 3 zone walk around to find an impossible to find rope.

I found out the hard way that if you don't turn in the quest, and fall down the wall, you can't get back up unless you ride to the Klaxxi flight path (closest I could use) and fly back up the wall.

Screw the ropes.
Talk to quest giver and he will fly you directly to her.
Blizz got me i flew (via npc) to Townlong steppes then had to flew back.
I to my 4 golds refund :(!

Since Nzoth assault in Vale of Eternal Blossom this quest cant be completed due to phasing issue, in current version of location npc is not there and in past version of location npc can be seen only from Dread wates, but if you get closer to npc it will phase out and you cant interact with it.

Using Zidormi to phase yourself to the old Vale of Eternal Blossoms should allow you to turn this quest in and continue the chain.
