Not sure how I can fix this myself, so I'll just post here: some of the information here is wrong. Lorekeeper Vaeldrin is in fact found at 15,39 and the quest is only available after completing "The Stoneplow Convoy"

If you cannot see this quest, Try looking for Re-Reclaim (Re-Reclaim) I couldnt get this one but after doing the one above and 2 more I was able to get it.

You know what would have been an epic ending to this quest? If a sequence occurred when Brojai was at low health where Kang or Dezco or somebody caused a distraction while Vaeldrin leaped onto Brojai and forced the Waters of Youth down HIS throat instead, thus killing two birds with one stone; killing Brojai while reviving Lyalia, and allowing Vaeldrin to live.
