Somehow I can't pick this up. I dinged 84 (alliance), but it won't give me the quest. There must be some other prereq.

After asking in trade, people say you need to finish certain quests in deepholm to get it.

I lvled to 85 healing instances and have only done a few quests in hyjal, vashjir and deepholm to get the tabards. I've gotten the Hero's call to Uldum but not Twilight Highlands so I'm guessing there is a prerequisite.

I found, that i hadn't done all the quests in the questline starting with Hero's call: Twillight Highlands
Follow this link: http://www.wowwiki.com/Quest:Hero%27s_Call:_Twilight_Highlands! it will show you all the quests in the questline.
If you have stopped at a quest and can't remember which, you can simply find out where manually, though it will take you a few minutes if you stopped at the 2nd last quest in the line just as I did.

Just handed this in on my boosted 90 Warlock and wasn't given the follow-up quest but, as a test, tried it on a non-boosted 90 and was able to pick up the next quest with no problems.
Ticket opened and awaiting response.

Edit: Got my response from customer services and they very kindly put my toon onto the follow-up quest, which I was able to complete and continue the questline.

Update: the issue with not getting this quest after Report to the King (Alliance) / Warning Orgrimmar (Horde) was hot-fixed in the December 17, 2014 (6.0.3.19342) version:

As Alliance, you will need to complete up to and including The Way is Open to get the portal to Twilight Highlands from Stormwind City.
As Horde, you will need to complete up to and including Return to the Highlands to get the portal to Twilight Highlands from Orgrimmar.

Due to changes made to Stormwind heralding Legion, the original questline has been removed. Now you simply talk to Fargo for a plane ride. No more detective work with young Anduin, exploring the ruined park district, rescuing Jack Bauden on the longest day of his life, facing off against The Black Bishop, defusing a bomb beneath the cathedral, and exposing a Twilight cultist in the throne room Onyxia-style. The Horde version remains albeit with a few revisions.

As mentioned by other folks here, starting with Legion, simply speak with Fargo Flintlocke at the Stormwind Docks to begin this quest chain. Happy hunting!

I don't know when it switches, but if you are 110 and have dabbled in Legion this questline may start with Twilight Shores at Grand Admiral Jes-Tereth in Stormwind Keep, next to the King.

Note that even as of patch 8.1, doing Twilight Highlands still has a level requirement of 84 (indicated by the Twilight Shores quest itself). Those going for Loremaster should keep this in mind - Grand Admiral Jes-Tereth (who now offers the breadcrumb quest) will have a gray exclamation mark over his head (indicating you are low level) and you will not find Fargo Flintlocke on the docks, either. When you are eligible for this quest, there will be a ! marker on your map in Stormwind Keep.

For Alliance characters, to open up the portal back to Stormwind, do the following quests (for those who've opened up Legion with a Demon Hunter or boosted char(*1), the chain starts with Grand Admiral Jes-Tereth in Stormwind Keep Twilight Shores then speak to Fargo Flintlocke on the docks):

This took me 20 minutes, including typing up the draft of this post & killing a few extra Muddied Water Elementals for Volatile Water

So we are in 9.0.1 now on the live version. I am taking my Mechagnome through Cataclysm areas, and the first quest for Twilight Highlands is Hero's Call: Twilight Highlands. However, when you go to the throne room to talk with him, he's been replaced with High Exarch Turalyon and there is nobody in the throne room to continue the quest line, you're stuck there. Has anyone found a way to work around this?

NON-CHROMIE TIME LEVEL 50
I am a level 50 character. I wanted to start the quests in twilight highlands but the breadcrumb quest Hero’s Call: Twilight Highlands is bugged because Anduin is no longer there to take the quest and give the next to move on. I can’t talk to Chromie as some have suggested because I’m level 50. I can’t just drop the quest and talk to to Admiral Jes-Tereth because he doesn’t offer the follow up quest “Twilight Shores”. I can’t speak to Fargo Flintlocke at the docks because he’s just not there. No quests are startable in Twilight Highlands until I have the breadcrumb quest. I AM STUCK! I want to complete Cata before moving on to Pandaria. I have submitted a ticket but just got a proforma “Go check out Wowhead” response. This is a bug. But a very specific one. Are Blizzard gonna fix this if its just a couple dozen players who can’t progress as they want to? What do I do?

I abandoned the hero's call: Twilight Highlands quest and talked to Jes'tereth who gave me the quest Twilight Shores, and that worked for me.

I am a level 50.

Fixed in 9.1.5, you can now return the quest to Grand Admiral Jes-Tereth that's located in the Stormwind Keep's throne room.

The throne room was empty for me and I wasn't able to turn this quest in or find the admiral like others were mentioning until I dropped Tides of War.

If you are trying to complete this quest and have found that the required NPC is not visible in Stormwind Keep, it's probably because you are phased into a Battle for Azeroth version of the keep. Check your quest log and abandon any BfA quests you might have. (I actually had the very first BfA breadcrumb quest, Tides of War, untracked in my log. I abandoned it while I was standing in the throne room and Grand Admiral Jes-Tereth immediately appeared before my eyes! (She is needed for the Twilight Highlands quests.) I ran out into the courtyard and found that Cenarion Emissary Jademoon had appeared as well.

Description

By order of his royal highness, King Anduin Wrynn, all able-bodied citizens of the Alliance are to report to the throne room in Stormwind Keep.

King Wrynn requires a trustworthy and proven hero for a mission of the utmost importance.

Stormwind Keep can be found in the eastern portion of Stormwind City.

Anyone willing may report to Grand Admiral Jes-Tereth for briefing. For the glory and honor of the Alliance!
