If you are in Kaskala, look at your map and you will see a symbol to the east that looks exactly like the symbol above the name of Kaskala, that is Unu'pe and that is where the dock is.

What I failed to notice until I checked both versions of the quest on WoWHead (the alliance one and the "both" one) is that you can pick this quest up in two separate places - namely, Tuskarr areas in each of the two starting zones.

I was baffled as to why I couldn't pick this one up, until I looked in my log and realise I already had it from clearing Borean Tundra. ^_^

Seems to be bugged on the live realms currently, at least the Howling Fjord version in any case. Can get the quest, but you can't get on the boat.

Or if you don't want to worry about the boat and all these comments are confusing, like they were to me, just ride to him on the ground. He is at 47.74 in Dragonblight.

The text of the quest in-game differs slightly from the text on wowhead. The real quest says to take the boat from Unu'pe to travel to the Great Dragonblight. I don't know where/what Unu'pe is, but if you stay in Kamagua and take the sea turtle boat from the dock there, it will take you to Moa'ki Harbor in Dragonblight.

This quest can be given in two different areas.

If you received the quest in Howling Fjord, go to the dock in Kamagua at 23.5, 57.8. A giant turtle will come and take you to Moa'ki Harbor in Dragonblight.

If you received the quest in the Borean Tundra, then go to the dock in Kaskala at 79.0, 53.6.

Ya'll can be misleading at times. These are ramblings without verification, nothing more than conjecture. Do your homework before ya post. Be clear, concise and factual. Get your coordinates correct and state the facts clearly. I sincerely appreciate the time you guys take to do this and it helps me a lot. Just wait for the big green turtle to arrive at the Kamagua Bridge.
Enter the turtle-boat, there is also a Fishing supplier where you can sell your crap to at the time you're heading to Dragonblight since the Green Turtle is slow.
When you're at Moa'ki Harbor, just speak to Elder Ko'nani and finish the quest.

The location of the dock is actually on the map, you just have to look for a boat. There is one boat on the water with wings, the one next to it is the one you want. The town is called Unu'pe.

I have not done the quest from Howling Fjord or the Borean Tundra and I cannot pick the quest up. I cleared all the quests from the zones randomly. The Dragonblight was one of the first in Northrend that I did. This leads me to believe that this quest is a breadcrumb quest to take you to the Dragonblight.

Is there anyone else that can confirm this?

If you pick this up in Borean Tundra, make your way to Unu'pe (it's a small town on the coastline about halfway between Kaskala and Death's Stand.) You will see a dock there with the Dockmaster Agloolik standing at the end. Take the Great Sea Turtle boat that arrives there to Moa'ki Harbor and turn in the quest. That's the "proper" and old school way to complete this quest. However in all honestly it's much faster to simply use your own mount to get there.

This is NOT clear on here. There are two versions of this quest, one in Borean Tundra and one in Howling Fjord. They are mutually exclusive, meaning you can only complete one.

They both require a short quest chain before the quest will become available.

For Borean Tundra, you need to complete the quest chain that ends with The Tides Turn.

For the Howling Fjord version, you need to complete the chain ending with Avenge Iskaal.

Hope this helps.

P.S. For the Howling Fjord version, there is a flight master near the questgiver. Take the flight path straight to Moa'ki.

Travel to Moa'ki Harbor shares with quest Travel to Moa'ki Harbor, yes, they are missions with the same name but with different ID's, because one is in Borean Tundra and the other in Howling Fjord. The two quests take to the same place, so if you complete one of these quests, it automatically completes the other.

In order not to lose the chance to do one of these quests, do not complete any mission in Moa'ki Harbor until deliver this mission.

If you're like me, and weren't sure if the turtle boat actually exists in Howling Fjord... It DOES exist, it just might take quite a while to show up.

I had to wait ~5 minutes on the dock for it to appear.
