This better not end up lame like the Hardened Shell, which can only be used on hostile targets and has a cast time (meaning flying while using it is impossible). Since they got rid of my Thunderstorm hijinks, this will be great for a laugh.

The original Discombobulator Ray—an Engineering item—was introduced at the end of Vanilla, and had a bug that caused it to dismount enemies. Once flying was introduced in Outland, it was often used to hilarious effect by creatively malicious engineers who would find ways to cast it on nearby mounted members of the opposing faction who were in mid-air.

This bug was fixed sometime before or in patch 2.0.6, and seems to have (though I do not recall when nor can I find a report of when) re-broken at some point prior to patch 2.4. The patch notes for 2.4 on the PTR stated:

Discombobulator Ray: This item will again not work on mounted players.

This item's presence in an alternate Draenor whose only known contact with the original timeline was a genocidal orc and a bronze dragon may be cause for concern. Or not, but for those who enjoy lore speculation and time travel stories, what follows below is a silly exercise in amateur lore-speculation with a healthy dose of suspended disbelief.

Draenor and Outland are the same world in different timelines. In the BC/Warcraft RTS timeline, we go to Outland, the shattered remains of the original timeline's Draenor. In the WoD timeline, the alternate Shadow Council and alternate Ner'zhul were not allowed to shatter alternate Draenor into fragments. The presence of this item in its preserved and pre-patched form may be an indication that random elements from our original BC Outland can be dragged into Draenor. Whether this is due to the repeated travel between timelines that we adventurers engage in, the violent shattering of the magical artifact that created the alternate timeline via time travel, or some other cause is unknown and pure speculation.

It remains to be seen whether this preserved artifact from our timeline—which apparently was taken from Outland before our reality was altered (read: patched) to fix Discombobulator Rays—is an innocuous homage to our past in the World of Warcraft or a harbinger of doom. More likely: both.

I leave you with three disturbing, yet well-established facts from the lore.

1. Nozdormu was commissioned to protect the integrity and order of the Titan-ordained time-line.
2. The alternate Draenor is a clear departure from the timeline, caused by rogue, time-traveling dragon.
3. Aman'Thul (according to the "Twilight of the Aspects" novel from Cataclysm days) warned of terrible consequences if the timeline were altered:

Know that there is only one true timeline, though there are those who would have it otherwise. You must protect it. Without the truth of time as it is meant to unfold, more will be lost than you can possibly imagine. The fabric of reality will unravel.

Costs 25 artifact fragments to buy with 5 charges. The item itself is instant-cast and de-mounts the target, along with reducing their damage and healing by 30% for 5 seconds.

Works on druid Travel Form if you've got an observer that hangs a little too close.

In organized Asrhan raids, a team typically has one or two druids use Book of Flight Form (a fairly rare drop from Ashran bosses) to provide reports on enemy positions and bosses who are up.

The Preserved Discombobulator Ray allows a defense against these "eyes in the sky", particularly for priests using Codex of Ascension (a frequent drop from Ashran bosses) for 20 seconds of flight and other druids using Book of Flight Form, as they can both fly much higher than other classes, to dismount the often surprised druids flying high above them.

It's also useful against ground mounts, as enemies try to ride past you to get away.
