You can go even farther. Try:
/cast Chain Heal
This will check to see if you have a friendly target, or if your TARGET has a target that's friendly to you, and, if the spell has nowhere else to go (no target, no focus, no mouseover, targetted enemy not targetting a friendly) it will cast it on yourself.

I would put it first, so it overrides all the others. It uses the FIRST set of conditions that apply, so if you're holding shift, you want it to always do it to you...but then my set casts it on yourself as a 'fall through' condition anyway.

Right. I guess I don't even need the shift modifier as I could just mouseover myself >.<
Sorry, I'm very slow when it comes to macros. I think I'm going to flip the focus and target conditions though as sometimes I'm trying to cast on my target and it just goes to my focus. I just want the priority to be:
Mouseover -> Target -> Focus -> Myself
Is the for when I'm targeting an enemy, and it will then cast my heal on the enemy's target if it is friendly?
Yup. Good for healing an offtank that got agro somehow and is getting beat on by a big nasty you're targetting without having to switch targets.

I use mouseover macros for all my healing spells and I love them.
Here's a post that I refer to when setting up my own macros. There's a complete list of conditionals that I find particularly helpful.
Cogwheel's Guide to Macro Writing
*edit* I'm betting this is the post you were talking about in your op. If so, sorry about the redundancy :)
