It's basically an upped version of Chain Lightning, true, but I'm sure every Elemental Shaman that has done the Lady Vashj battled has thought "Damn, that would be so awesome...".
To justify it, it could be changed to be a channeling AoE ability to a limited area (like Blizzard).
The primary "OMG"-effect of this is basically the awesome visuals, getting a channeled ability, and more/ranged aoe-potential.

The Shaman is infused with the Wrath of the Earthmother, instantly refreshing Lightning Shield and increasing Size, Attack Power, Stamina, Armor, and Movement Speed by 100%, and making the Shaman immune to Stun/Fear/Snare/Root/Incapacitate effects for 15 seconds. During this time, every successful melee attack will apply the Champion of the Earthmother effect on the Shaman, which lasts for 20 seconds, healing the Shaman for 1% of his maximum health every 2 seconds, stacking up to 5 times.
It's not like we can become completely invincible for 10 seconds and heal ourselves back to 100%.
When paladins do that, it prevents them from using AW for a portion after the duration, halves their damage done during the bubble, and still requires mana (unless using a 20min CD) to use. If this ability had a CD longer than 15 minutes (which it would almost have to) then it wouldn't be usable in arenas. I don't believe any button increases movement speed, stamina, OR AP by 100%, the armor bonus is still pretty crazy (albeit behind druids and meta), the immunity is relatively un-OP by itself (but even a couple of the added effects are more than enough to make it OP), and you're likely to see probably about 30 seconds at 5-stack of the CotE effect, which means a total of 75% healed passively over that time. In addition to other comments made above: not only is this insanely OP, it doesn't really fit with the role of a talented ability. Talents are passive effects or effects with short-medium CDs (e.g. 3-minute CD or less), not the OMGPWND buttons like LoH, AotD, BL, or ankh.
Here's what I would do:
Elemental: Forked Lightning (obviously). Maybe channeled, but definitely something with a bigger effect than CL on huge pulls and something that can be woven between CL on normal trash pulls.
Enhance: Spirit Arms - while dual-wielding, your off-hand weapon functions as a shield as well as a weapon, providing 40% extra armor, 5% extra health, and the ability to block an amount equal to 1/3 your AP. In addition, your elemental shields have 1 extra charge and your elemental weapon enhancements have 10% increased effect.
Restoration: Healing Tides - increases the healing done by your Healing Wave ability by 10% and reduces the mana cost of your Lesser Healing Wave ability by 20%.
The Enhance effect would provide more survivability in arenas (helping prevent enhance from getting burst down) while also providing a sustained DPS increase, and the Restoration effect would finally separate HW and LHW into an HPS-friendly and a mana-friendly spell.

The reference to the Earthmother fits with Shaman lore as well as with Druids.
An "upgraded Ghost Wolf" would be cool.. but I don't see that idea having much staying power.
The Earthmother is a Tauren concept, not a shaman concept. Shaman believe in spirits and the elements, and it is only Tauren shaman that make a connection between the "earth" part of her name and those spirits.
It's also somewhat ironic that the same person that deems 'Wrath of the Earthmother' as too druidic goes on to suggest a shapeshift.

An ability that gives MW 100% chance to proc on hit. Lasts 20 seconds on a 5 min cd. Also, reduces the mana cost of all spells by 50%. Could be useful for pve and pvp
