To summerise then, for bosses:
8% hit (262.32 rating) is needed for 2h white damage and both 2h and DW specials.
27% hit (885.33 rating) is needed for DW white damage.
17% spell hit (445.91 rating) is needed for spells.
26 Expertise (214 rating) is needed for all attacks not to be dodged.
Approx 43 Expertise (353 rating) is needed for all attacks not to be parried.

if i got pick up Full Virulence, so these data will be different? or still the same?
3/3 Virulence reduced the requirement for spell hit from 17% to 14% (367.22 rating), melee hit is uneffected.
This is completely without raid buffs though remember.

Virulence effects your hit chance with spells. This is Icy Touch, Howling Blast, Blood Boil, Death Coil etc.
It does not effect melee yellow damage such as plague/blood/heart/frost/scourge strike, obliterate etc etc for which you need 8% hit.

can i dont care about the spell hit cap? im using dual wield.
As DW you should have more incentive to hit spell hit cap, so your diseases dont miss, DW dps relies heavily on them, also the more hit you get the closer you are to the ridiculously High DW white hit cap.

ALL melee should reach 6.5% expertise
ALL tanks should be somewhere between 6.5% and 14% expertise (over 14% is useless though)
ALL melee dps should reach 8% hit
ALL caster dps should reach 17% hit
frost and unholy should also reach 17% (Dwield frost can comfortable leave their hit at 17% but anywhere between 17-27% wouldn't hurt either)
