another vote for "whichever has the best stats", of course
however, weapons work at item levels and different item levels have set amounts of +spellpower on them (easiest to see with pvp weapons season1 199, season2 225 etc..) a dagger/sword and a staff of the same item level will have the same +spellpower but, of course, the dagger can be augmented by an off-hand.
the thing is, spellpower is (almost always) the most important stat to stack meaning that taking a staff usually comes with the territory of a big upgrade (eg. you've been doing heroics but a staff drops in naxx).

Blizzard's itemization tradition dictates the following rules:
Main Hand/Off Hand:
They typically have greater spell damage, crit, haste, etc.
You get the adaptability, as you can switch off two slots for maximum face-melting depending on the situation.
If you find a good
Caster Sword
, you can make your resident healadin cry when you dangle it in their face.
Off Hand items, at least in PvP, are among the cheapest items to acquire, making it a trifle to keep your off hand up to date, and Scribes (me) get quite a selection of books to lug around.
Staves:
If there's a big stat bump between what you're wearing and a newly dropped stave, you just got two equipment slots worth of upgrade. To the contrary, a decent Mh/Oh combo can take a bit of hoop-jumping to put together.
Staves typically drip with juicy intel, stam, and spirit, which makes them jucier for demo locks.
If you prefer to PvP for your gear (I can't speak for the next season), a
Welfare Stick
is cheaper to acquire than the
Butter Knife
and
Book
combo by a few thousand honor.
If you're levelling, useful Off Hand items are typically few and far between, but staves are all over the place, especially in quest rewards.

I dont like to stress the fact that the warlock rocks, but he jus does,So, for all you staff users out there, feel free to come in and post, my staff is a good one, but here is how it goes

I took it that by "up and coming" the OP meant "levelling".
For levelling I haven't seen anything better than a
Darkmoon Magestaff
+
Enchant Weapon - Major Spellpower
combo, +70 spellpower at level 40 is pure awesomeness! Easy to get too.

Since there's no PvP out yet, I'll limit my discussions to PvE content.
The Kirin Tor Spellblade should be your blade as you suit up to go raiding. Pair it with the reasonably priced Emblem offhands, and you've got two pieces of gear taken care of right there.
After downing Sartharion, Archavon, and beginning the slog through 10man Naxx, I picked up the Grieving Spellblade, which owns some serious face. Kel'Thuzad also drops a wicked dagger.
For leveling, I used the quest reward staves, not finding and dagger/offhand combos that outclassed them.
