I've actually been having the same problem. 53/18 fire/frost seems to be the desired spec, and I see raiding mages getting over 4k DPS with it, but I am stuck hovering around 1300 (sometimes less on trash, sometimes more on bosses). I see other frostfire mages talking about their awesome 2.2k DPS in heroics, topping the charts while they grind for gear...I sadly have seen none of this for myself.
Perhaps it will help if I post my spell rotation. I have the glyph for scorch, so I cast that twice, then living bomb, and just spam FFB. When hot streak procs I try to be smart about it, renewing scorch or LB if they need it or just casting another FFB while I wait so if the pyro crits it doesn't eat up my other ignite. During boss fights I pop combustion, icy veins, and my spell damage trinket.
I don't really know what else to do, so suggestions would be nice. (my spec is pretty much the same as every other frostfire spec out there, I put my two free points into the fire aoe spells since I use them often while questing)
If you want to see my armory, I am Avaelan of Stonemaul, but I'm sure I've been out-DPS'd by frostfire mages in worse or equivalent gear so I don't think that's the issue so much.

More than likely you probably have to work on your rotation as the 0/53/18 spec. A large part of dong maximum dps is to start casting as quickly as possible, and the always be doing some sort of damage throughout fights. Time not spent casting is obviously dps lost.
On trash pulls you want to cast living bomb as quickly as possible, and if the trash is still alive, cast it again on the mob with the highest hp. Cast 1 scorch on a mob and continue with ffb until it is dead.
For bosses start with living bomb -> 2 scorches -> 3/4 ffb's (depending on haste) -> living bomb and letting scorch drop is a dps loss. Also, use hot streak as quickly as you can, since even if you have a combustion charge left, and can use hot streak, it is a dps loss to cast another ffb instead of pyro. Living bomb is technically the highest dps spell you can use, so always having it up is imperative.
@shadow1515: Ignite munching with pyro occurs a lot less than you would actually think, and not casting the pyro as soon as you get does not help. They talked about this on the EJ forums, and someone presented a lot of data in a non-douchbaggery way that made sense.
Edit again: Also, I use a slightly different spec for ffb than normal. It's 51/20 and the reasons for this is that blizzard with 3/3 in shatter and 1/3 in imp blizzard is the best dps for aoe dps, and it's imo the laziest aoe since you just cast it and channel for 6 seconds. On trash pulls of 3 or 4 it's the most dps, and the most laid back which is nice.

Interesting, I will start insta-casting my pyros and see if that helps. I can't see it making up the 200-400 DPS that I seem to be lagging by, but any little bit will help.
(for example, I'm sure getting my spell power over 1500 will be an improvement as well)

with your sp even in the 1400's you should be getting over 2k dps. being a long time frost guy. i switched to ffb and the hardest thing it learin to do a rotaion lol. its not just spam fb any more. you have to use judgement on when to scorch how many. what mob to put living on,CD's ect,ect..... but most boss fight are just like Ethix said but what i do is have my CD set to a macro like this
/cast mirror (<---- use proper spell names LOL)
/cast comb
/cast IV
if you pop that at the start you can go all out for the frist 30's and not gane and threat as long and your mirror image is steel up.
and i use
/use 13
/use 14
/cast FFB

I couldn't quote you the theory behind it, but I did see a conclusive proof that crit is better at level 70. I can only assume the same is true at 80.
One thing to consider is that, while haste lets you cast faster, you also need to use mana faster, The extra damage from more crits is free, and even refunds some mana through talents.

Don't worry about your dps in 5 mans, it's gonna suck. As the poster above me said, the mobs in 5 mans have very low hp, thus not allowing you to do your full rotation multiple times to sustain maximum DPS. I'm not sure what you gear situation is, but if your gearing from 5 mans, I assume it's not spectacular. Keep in mind, FFB spec is
completely
reliant on crit, after all, thats the whole point of the spec, the massive crit multiplier from both Frost and Fire Talents is what makes it work. You want to aim for at least 25% Fire Crit unbuffed.
Make sure you have your essential FFB Glyphs: Scorch Glyph, FFb Glyph, and Molten Armor Glyph. (Screw the Mage Armor Glyph, that's overkill)
