GCD isn't there to prevent you from botting and that rogue example is also unrelated since you can't stunlock people forever because of diminishing returns, not GCD.
The reason for the GCD is to prevent you to cast instant spells as fast as you can press the button. Otherwise you could make a macro that fires 40 moonfires with one button press.
