It's called RNG. Sometimes you go a full run without anything, and the next time you get 4-5 pieces.

6 years and no Midnight from Karazhan; should I complain that the drop rate should be increased? Nope. Just take the lumps and shrug it off.

I'm currently running my alt through SoO LFR each week, and I think that the drop rate is about what I'd expect. If you aren't farming up lesser charms to turn in so you have bonus rolls to spend, you're doing yourself a disservice.

I've done Garrosh on flex mode a whooping total of 15 times. And on normal about 6 times. Still haven't seen an heirloom drop, while a few friends of mine have 4 or 5 already.
RNG is RNG. Sometimes you get absurdly lucky by the drop rate and sometimes you don't. That's the nature of the game.
I wish it was 0%. Lfr is tourist mode
Don't be that guy. Don't ruin the fun for others, if you dislike LFR, then don't do it, but do realize that for a certain segment of the playerbase LFR is their only means of gearing up, as they may only have at most 2 or 3 hours PER WEEK to play the game.
For the vast majority of MoP I was unable to raid due to several IRL compromises, and didn't even had a guild capable of raiding. I only joined a hardcore raiding guild about a week before 5.4 went live. So for 80% of the expansion, that "Tourist Mode" was my only means to gear up, and see the same content every other player gets to see. Just as that was my situation, so it was (and still is) for many other players.
So don't judge lest ye be judged.
You never know when YOUR life is gonna throw you an unfair curve, and then that "Tourist Mode" may in fact be YOUR only means of gearing up too.

Blackfuse has refused to drop the T16 shoulders token and a ring useful to Prot Paladins (my class) for sometime now. As an "insult", he has dropped the weapon I already got from him, and gloves that are inferior to the 553 ones I got from one of the Celestials (luck that was).
However I noticed that, for Retribution, he can only drop 3 items (the token, the ring, and a pet). I theorize that if I set my loot spec to Ret, there may be a greater chance of him dropping the ring or the shoulders (prefer the latter, I'm 3/4).
EDIT: Wasted two coins on him so far and only...GOLD!

Extra roll is 15% and +5% additive every "failed" roll.
Technically there is no guaranteed loot from extra roll till 16+ rolls.
There is a possibility the normal roll is also 15%.
Not getting any loot for 16 bosses (in a row or not) would be 27%.
Dont like the odds? Dont play the game.
I've lost interest in my main for the time being, so I'll probably quit since run after run on my alts turns up ZERO gear. If that's how Blizz wants to do business, so be it. In the end, it will only be harder for people like you to get gear, because eventually there won't be enough people to complete the content.
