From what I recall, the regular citizens were evacuated. I don't think they stated where to.

What makes you think they would join Stormwind?
Because Theramore acted as the staging ground for the human invasion into the Barrens - that's what that *huge* bridge is for. Somebody built that bridge - most likely the citizenship of Theramore. Also they are mostly humans, who else would they join?
So then why does/is Jaina going berserk?
Because Blizzard's writers can't create a single decent female protagonist - we had that discussion some time ago in General in 'Are the Horde Sexist' - they *all* either go/are nuts or act as appendage to a male.
Lady Proudmoore has absolutely no justification to 'go beserk'. Your city is bound to become a battlefield when you side with the enemy of your immediate neighbour and allow his forces to actually plot their
invasion
right through your territory. Any losses in the Theramore bombing are on her conscience as well as Garrosh's (well, if he had one, that is). Maybe it's that knowledge that drives her crazy - that she is responsible for the death of her city...

Jaina went berserk because she saw the kingdom she had been working on for the last 7 years utterly annihilated, saw the dead bodies of the defenders torn apart/shredded/destroyed by the corrupted energies, and her apprentice was killed because Jaina suggested that she do as she wished, and the gnome girl stayed in the city...and then watched as her body slowly fell apart like a sand sculpture.
As for the people: Most of the survivors fled to Stormwind and other Alliance cities.

Because Blizzard's writing when it comes to the Red vs. Blue war is about as subtle as a Gorehowl to the junk. (And also the female protagonist thing already mentioned. a.k.a. the "Hush, Tyrande" Rule.)
