Uh, he can't grant you levels. For every two levels that
you
make, you can grant one of his characters a level
during the three months your accounts are connected in RaF
, but it doesn't work the other way around.
Even if he gathered grantable levels from being recruited by someone else, he can only use those on the person that recruited him.

Not immediately, no. While you play together (during those first three months) both of you receive 300% of the normal experience, so it will be faster, but of course not instant.

There is a mechanism to grant levels via RaF, but like I said, it only works the other way around.
It is a reward for the recruiter, not something to leg new people just skip levels.
I assume the main purpose is to help the recruiter catch up with the recruited in case they levelled a bit on their own.

What you likely saw on youtube was someone who had been recruited and had already leveled to max level who then summoned a brand new toon that the person who recruited them made, and granted that toon the levels. I've done the RAF a few times, and it definitely always the person who got recruited who can grant levels to the person who recruited them, and not the other way around.
The idea behind it is that someone who has been playing the game for a while will want to play their main characters as well as level with the person they recruited. This mechanic was meant to let their alt catch up so they could keep leveling together, even if their friend leveled without them while they were on their main. Blizzard doesn't want there to be a way for brand new players to skip the leveling process altogether. The grant a level thing is just to help people stay caught up on their alts with the person they recruited, and still have time to play their other characters.
