Good luck, but I suspect you'll have a hard time finding enough people. There are far more players who like to sit on forums and tell everyone how much better it was in the "good" old days than players who are actually willing to put up with the hassle of leveling a new char and then locking it at specific levels for a considerable amount of time.
You might wish to look up existing guilds that lock their characters at lower levels for the purpose of going through old raids. An alternative would be to have a core of like minded players form the guild and then use openraid.eu / openraid.us to make and fill out the raids, though you'll probably have to allow for plenty of margin with levels and such doing that.
That said I'm not sure you need to worry about the number of players that much - character power even at the "appropriate" levels have gone a long way since the content you're after was released because of new spells, new talents, changing design philosophies etcetera. Even with strict adherence to using "correct" gear, i.e. no heirlooms, no new enchants, no new gems beyond what was available at the time your characters will likely still be several times stronger than they would've been.

I'll look you up in game, I've planned on rolling alts on Stormrage for a while now.
But I agree wholeheartedly with what Izichial said, and as such am not really interested in running old content at level as a permanent thing, it's just a logistical nightmare and I cannot see any possibility of it becoming a regular thing.
But, always willing to help a new guild out and meet new people.
