I havn't played this game in like two weeks and today im on xbl and a friend messages me telling me why was my character naked I thought huh so I try to log on and bam ask me for an authenticater which I never even had so I go through all the procceses to get it back until I get to the part to remove the authenticator asking me to give a picker of my ID problem is I don't have a phone or camera (sad I know) so how am I suppose to get my account back now? I can provide proof that it's my account in every war name cd keys used on account secret question everything except a damn photo id

Do you have a scanner on your printer? Could copy it that way to provide an image.

Call Blizzard. Provide the keys that are on your discs. They should be able to restore your characters and their gear. While you are at it, change your password and if possible, your email that you log in with. And buy an Authenticator; it is inexpensive.
Scan your computer for viral and malware infections. I suggest MalwareBytes, which is free. Free antivirus software suggestions would be AVG or Avast.

You can usually take photocopies at local libraries for a very small charge. You could then provide a physical copy to Blizzard.

You could ask a friend or family member... could even ask someone at school or work to take the picture on their phones or a point and shoot then just upload it. Could have the photocopy taken at Walgreens or CVS or a plethora of other places and mail it in; presuming they accept that method.

Does your computer perhaps have a webcam? If so (and depending on your software), that might be a way to take a quick digital photo. The local library/office supply store/drugstore copy services would probably give the best quality photo, and you could probably get it scanned instead of just copied. Then, you could save the file and have it for any future need and avoid having to wait for a paper copy to travel through the mail. Just some suggestions -- I hope everything works out ok for you!

I would recommend getting the physical authenticator. A friend of mine who had the phone app was just hacked after browsing a couple of wow sites on that phone.

For most issues like this, players are encouraged to use the support portal which allows for live chat with our representatives during our phone hours for the particular region that is being contacted. For particularly complex issues (like this may be), I would suggest calling in as it's likely the most expedient way of making sure everything gets resolved.
