Not in a macro you can't. An AddOn, however, can be written for that logic.
Technically, the macro could do it, but with the 255 character limit, I do not think it would fit.

Should do the trick, 240 being 4 minutes x 60 seconds.

swapped out lightning bolt for wrath and spammed wrath for 4 minutes and worked like a charm for me

Although I'm sure you wont be able to do this for more than one spell at a time as each one will see that something has been said even if is different say text.

Of course you can, just use a different variable than gsCD in other macros for other spells.
