You don't actually pay for a bag, you pay for an extra bag slot in your bank. You will need to buy/craft a bag and drag it into that slot to actually increase your bank space.

There is no refunding money spend on buying bank slots I'm afraid. In regards to using an alt, that's perfectly legit.

Sure, it's legal. Many players create a level 1 character solely for the purpose of housing materials to free up bagspace on their main character. Those are commonly referred to as "bank toons". Just use the mailbox service to your advantage.
And can I get a refund from the bank for the two slots I don't want?
You can try and open a ticket, claiming you didn't understand what you were purchasing. You might be lucky and get a sympathetic Game Master who could help you out.
I remember people used to have the same issue with Stable Master NPCs, back when non-Hunters could purchase pet slots (which were utterly useless for non-Hunters). Some players then were able to get a refund if they opened a ticket and politely stated their situation. Keyword: Some.
If not, it's no big loss. The cost for the bank slots is chump-change in the long run, and you may find the added space useful after all.

The reason why people refer to buying all the bank slots is "chump change" is because at level 90, if you do 20-25 daily quests, plus a scenario or a heroic dungeon, you will make about 1000+ gold after selling grey items to vendors along with any green, blue, or purple items you cannot use.
Side note: never roll Need on gear in dungeons unless you actually need it as an upgrade. You will develop a bad reputation otherwise.
If you have all 16 patches in Sunsong Ranch and remember to plant and harvest every day, those alone will net about 1200-2000 gold every two days in the auction house.
Of course, while leveling up, gold is much harder to earn, and especially keep. The urge to spend it is powerful. There are ways to keep earning, but that's a long, long, LONG post.

Yep. That's why I said "in the long run."
On my level 36 warrior, I have acquired about 59g just from questing and vendoring items (I'm not even concerned with auction housing greens--I just vendor them right away). So I can see how 25g may seem like a lot of gold. However at 90, as Myrroddin mentioned. You can easily earn 1000g in about an hour or so, so yes, chump-change in the long run.
If you can't get a refund, no biggie. Count your losses and move on. You'll get that 25g easily enough in the future.
