There may well be a time limit, but the official FAQ should provide a definitive answer. You can either bump up an existing character or create a brand new level one and bump that one to 80.
To get a fresh shiny new 80, you accept the SoR, logon to your account, create a new toon, logout, and go back to battlenet to bump up your new toon. Whether you bump an existing or a new toon, the bump itself is done on battlenet.
As for gear, it rather depends on whether you intend to cap before PvPing or not. Everyone and their dog crafts and sells the level 90 starter PvP gear, but the massive changes to PvP mean that you can do BGs before cap without being gimped (I highly suggest reading up on the changes as they are quite extensive).
Now, I'm a reluctant PvPer, but I can tell you that if you don't want to spend the whole time in the graveyard you'll need to know your class, so if you are going to choose a new class you might want to level it straight from 1 instead of hopping in at 80, especially if you haven't played since BC.
Even if you play a class you are already familiar with, the massive changes in everything from spells to stat effects to talents mean that it's essentially a new game.

Well to be frank, everything is gear dependent. But with all the options open now (LFG, LFR, Valor and Justice Points, Honor Points, crafted gear etc) gearing is not an issue. If you've bad memories of running the same dungeon 47 times to get a piece of gear so you can finally get into Raid X you can put those memories to rest. Dungeons, raids and LFR do have an item level requirement, but meeting that requirement is a snap compared to what gearing used to be like. Gear and gold drop like mana from heaven.
Hunter - a complete blast to play. Ammo is gone, pet loyalty is gone, melee weapons are gone. Fast to level, fast to learn, can solo most content. Stack Agility.
Rogue - never played one. I main a mage therefore I am Rogue bait in BGs and thus my piss poor PvP experience.
Priests - again, I haven't played one, but a good priest is a thing of beauty to behold.
DK - lot of fun, can solo damn near everything and then some, takes a while to learn
Shaman - mine is still a baby, but Enhanced is a beast in the right hands.
Mage - Int is king. It drives everything from damage to mana regen. Do not take spirit gear unless you want to make healers cry and the piece is an Int upgrade. Secondary stat depends on spec. Loads of fun. Currently have the buff dial turned to 11. Insane DPS numbers in 522 ilevel gear.
Warlock - saw a lot of love for MoP release. I mean a lot of love. So much love that Archmage Pants quit his column in disgust (probably not true, but if any mages read this and get the reference, they wouldn't think it out of the realm of possibility). Shards are gone forever. So much easier to level and play. Again Int is king. So desirable that it's worth making healers cry since you don't need their stinking heals anyway. 2nd place in the DPS race behind, ahem, Mages.
And last Paladin. OMG Paladin. Not the class you remember at all. Roll a baby Ret and take him out for a spin. Takes a few levels to get your core abilities, but seriously. O.M.G.
Really last this time - Monk. At level 20 they get a daily quest that doubles xp gains for an hour. Levels so fast it'll make your head spin. Now they will probably be nerfed to the ground next xpac, but for now they are Blizzard's prize class. You really should try this one too.

i think the you might be missing something from the response as its a change that came after you left the game. now you can earn experience from playing in pvp at battlegrounds :) thats what Eccentrica meant by pvping while leveling.
You could give a try to Death Knights, id found them fun and powerful. It will be a full new adventure for you. You wont be tempted to use old obsolete strategies as it will be obviously new to you, while rogues and warriors are new classes that might seem like old known classes to you, believe me: they are totally different from the old days. And finally, DKs are designed to be learned from lvl 55, not from lvl 1, so you will be enjoying them at max lvl faster than other classes. You might also enjoy the lore on the starting quests, riding a dead warhorse/gryphon and crafting the legendary axe Shadowmourne :)
Out of your question but let me suggest you to visit the shadowmoon faire at the first week of every month, a whole new carnival!
A little time ago blizzard published on the wow site a guide sumarizing all the new features a returning old player might want to know on arrival, let me see if i can find it and post the link :)

Thanks for the replies, all, this is very helpful! I'm having a hard time picking a class though. How did you guys decide?
I just happened to fall in love with the first two classes I ever tried (warrior & shaman). They've been my main two characters ever since. I've *tried* to level other classes before but nothing was ever as enjoyable to me as those two classes. Although I was enjoying a frost mage for quite a while until they became a pet-class while I was still leveling. After that, I never played him again. I severely hate pet-classes for some reason. Warlock, hunter, frost mage, unholy dk... I just cant get into them.

Are you dependent on that pet?
You can manage for a short time if they die, and there are situations when you would put them on passive, but by their nature, pets contribute a great amount of utility/DPS to their owners.
On the flip side, they allow you handle multiple mobs at once, and properly handled free you up to do other things like mining or herbing while they keep the mobs off your back.
I can play pet classes/specs and classes without
specs
pets with equal ease. My downfall is the stance dance (Warrior), energy management (Rogue, but for some reason I'm ok with Feral Druid) and Rune Tetris (DK whilst grouped but solo is ok).

Want to see how many female human mage level 90s are on Illidan? No problem. The site is just that good, and should you have a yearning to pick an underrepresented class/race or any possible combination, this is the site to help you.
I posted a link earlier in the thread to Noxxic which shows the DPS rankings by raid tier and spec if you want to see how specs are currently doing at end game to help you decide.
As for server pop and faction pop, well, that depends a great deal on what your short, medium and long term playing goals are. For simplicity's sake I'll just say go for a higher medium pop server. You'll get a good mix of play styles represented, have a reasonably healthy AH, and won't suffer the log in queues of the high pop realms like Illidan and Stormrage.

Well, I guess once a server starts to tip in one direction it just gains momentum. Some are attracted to Illidan because of the name and precisely because of the huge Horde pop. Once the Alliance pop started to decline, people left in droves I guess.
BGs aren't restricted to server anymore, neither are Dungeon Finder or Raid Finder, and Cross Realm Zones merge several realms together outside of Orgrimmar/Stormwind and Pandaria so outside of guild life and the economy the imbalance isn't felt as much.
I personally like realms in the 70-80,000 range with a fairly balanced population. That size provides opportunities for all sorts of things without feeling like Walmart on a Saturday.
