I pick neither, I try to get out of outland as quickly as possible when leveling (even more so due to CRZ), so at 66 I go to Nagrand, and in that zone there's more than enough quests to get to 68, with our without heirlooms, and once I'm 68, its off to Northrend.
If I HAD to pick between Netherstorm and Shadowmoon however, I'd go to shadowmoon. I guess I really like green :P

I wouldn't necessarily choose one over the other, probably depends on whether I decide to take my 62 monk through Blade's Edge or Nagrand later. Then again, many quests in Netherstorm require you to choose Aldor/Scryer, and I just can't stand following that arcane elemental even once more.
And of course, Northrend becomes tempting... however, can't see Howling Fjord anymore, and the initial Borean Tundra quests I have done to death already, too...

Both of you (Nulgar/Tush) are correct, as both zones have Scryer/Aldor quests.
@Nulgar: I share your pain for that Elemental Tour of Shattrath quest, worst quest ever.

I like going through Netherstorm mostly because I can pick up a
X-52 Rocket Helmet
. No biggie, really, but tons of fun to take into an enemy occupied area with "Ride of the Valkyries" playing in the background.

I haven't done either in years. But the last time I did, I think I liked the Netherstorm quests better.

@Nulgar If I'm correct theres quests for Scyer and Aldor in Shadowmoon and not in Netherstorm. The ones in Shadowmoon aren't as numerous* as those in Netherstorm :)
Netherstorm
does
have the Consortium quests though, which makes it very interesting, and my Monk will surely like
Fleshling Simulation Staff
:) (the model, of course)
* subjective opinion based on memory, didn't compare it using the DB

Grind dungeons 'till 68, then hit Northrend.

You should be able to skip them both, i hate them area's so much.
Nagrand is where you should be able to finish up. That place has some ultra quick quests, also one of the best xp gains is "The Ring of Blood" this quest chain, you will need some help with, but well worth doing. It also drops loads of gold, health, mana pots, & a nice weapon of choice.
This is the starting quest...
The Ring of Blood: Brokentoe
Finishing quest...
The Ring of Blood: The Final Challenge

Havent actually quested there since BC but I always liked Shadowmoon over Netherstorm, something didnt feel right with the whole zone to me...

When doing Outland I move to the next zone as soon as I am able to pickup quests. So I always end up in Netherstorm since it's right next to Blade's Edge. I try to be completely efficient while levelling, and travelling across the continent to SMV is not efficient.

Hellfire, Zangermarsh and Nagrand will get you to 68. At 68, the quests in Northrend give you much more exp than SMV or Netherstorm .
But if I had to chose, I would say Nether because a lot of the quest chains in SMV end in group quests that probably are difficult to solo at level.... and I hate ALOT doing an entire quest chain and then having to come back 5 levels later to finish it.

The key is whether or not you can fly.
If you can't then Netherstorm.
If you can then move on to Northrend assuming you can buy CWF & fly there.
Ime SMV is a more of a challenge than Netherstorm because I always felt for a good part of the zone the mobs were more tightly packed together and aggro'ed more easily.
If you are a pet class of course it may not matter.

I've always loved Shadowmoon since TBC... However like the other's have said, leave Outland asap, you get more exp at NR...
Netherstorm is meh. Boring quests...
