And you're left with 5 points to put in Subtlety, FoN or iFF depending on your preferences. (or celestial focus, but with a bit of gear you don't really care about the pushback/stun anymore)

For a pure PvE build, I would use Celdhyrean's and put the remaining 5 points in Brambles and Imp FF. Remember, this is purely for PvE. Those two talents will boost a PvE group's damage slightly. In PvP they would be worthless. (Brambles is also a great PvE soloing talent.)
I PvP exclusively, and here is my build:
http://www.wowhead.com/?talent=0tIrzicsguVoZxbICelestial Focus would be nice to have, and it might even be worth 3 points from Imp Nature's Grasp. This is a judgment call. As a Moonkin, your survivability against melee is already very high, so that a quick proc on NG isn't usually crucial. But it can be nice to know it will proc quickly and plan accordingly, rather than waiting around for 5 seconds or more for your target to be rooted. Still, because of Control of Nature, you have a 1.5s root on hand at all times. My choice is mostly based on the fact that:
1. Pushback on Wrath is not really a problem.
2. The Starfire stun is a crap shoot. The percentage is so low it rarely turns a fight. Compare this talent to Blackout for Shadow Priests. Blackout works for
all their damage spells, meaning it almost always proc's once during a fight. But I might only land one or two Starfires in any given fight. Big difference.
Balance of Power isn't necessary for PvP, but I wouldn't leave it out. You get a lot of return for those 2 points overall. Resists can be killer in PvP, so reducing them never hurts. Plus if you do any PvE this is a key talent.
Now, there is the option of playing a Balance spec that includes Feral Charge for PvP. Personally I'm not a fan of this, mostly because it's a serious drain on your mana. First of all, you can't get FC and Intensity both, so you're gimping your base mana regen. Then, to use FC (cooldown: 15 seconds) you are shifting to bear, which is ~800 mana with Natural Shapeshifter.
Basically what you end up doing is using 14 talent points to gain this ability. (Furor is of no use to a Balance Druid otherwise, and 8 of your points in Feral are pure filler. This is being generous and considering Brutal Impact to be a useful talent, which it sort of is. But if you throw that in you're using 16 talent points to get FC.)
Anyway, if I were building a Balance+FC spec, here's what mine would look like:

and Moonglow without giving up key talents. All in all Feral Charge is clearly not worth it in my view. But if you really like the playstyle it can be done.
