If you are talking about the name over their heads being either blue or green, green means flagged for pvp and blue not. (I'm embarrassed to say that fact took me 2 1/2 years to figure out, lol)

That it? No reason as to why they should change, or do you just want it to be different?
So far, mana bars are already blue. And I'm pretty sure there are addons that can change the color for you.

Exp bars are blue when rested and purple when normal.
Health bars are green and change to red when below a certain health %, I think it might be 10%.

If a player's
health bar
is blue, it means they're a GM or otherwise on Blizzard's payroll. If you gank them, you can loot their corpses for special gear that only GMs have access to, which will give you GM powers.
If you're talking about the names over their heads, then it's just the flagged-for-pvp thing that the other users mentioned.

There's another possible reason. An undocumented note is that players with a damage absorbing shield will have a portion of their health bar changed to a light blue to indicate how much damage the shield can still absorb.

You didn't mention what type of server. On a PvP server...if you are blue then you are in a sanctuary zone. Leave such a zone and your name will turn green.
Some zones are permanent sanctuaries like Dalaran.
Others zones are sanctuaries if you have not engaged in wpvp in a set amount of time.
So for instance if you are in SW and the horde attack the king...they can not attack you, but you can attack them.
But once you do attack them, you become green(flag for pvp) and will remain so until you have not engaged in pvp for approx 5 minutes.Then you will turn blue again.
