Do Elder Charms allow a second chance on Elite loot?

I've been wanting the Elite version of Regail's Crackling Dagger for my healer (for supreme throughout and for great emergency healing after huge spiked damage), as I already have all the spirit I need, any more and we'd die to enraged bosses anyway. Obviously the item is for dps casters, so I can't normally roll on it without instantly getting kicked or at least insulted to death. But I was wondering if I could use charms. Please take note that I use a holy/disc priest, so off-specing is not an option. I've never wanted to train in shadow, nor give up my set-ups.

The other poster said you need to be the spec for it to drop, that's not totally accurate. I have a healer / dps shaman. Both specs are the SAME items (realistically) so you can get either... Probably need Intellect / Spirit like me. Intellect / Haste is better for DPS, and Intellect / Spirit is better for heals, but you can always reforge OTHER items to get what you want, that's the beauty of reforge.
For you the roll is loot, loot is loot regardless of type. You either win it or you won't with another "elder charm roll". If you can USE the item as your current spec (if you have a spec that uses melee but are in a healing spec, you won't get melee items only healing items) you always have a chance to get it.
I have items with spirit that I use at my DPS spec, and I just reforge it. so I KNOW you don't have to be 100% for it to give you loot.. you just have to be able to use the item.
Thank you, though this is a bit hard to understand. Are you saying you've looted elite items that were not your spec?

The elder Charms look at the loot table for the boss...if you are doing Elite mode, then it is looking at the Elite loot table. IF you are doing heroic, it is looking at the heroic loot table...if you are doing heroic elite, then it would be the Heroic Elite loot table.....
And anyone who says that something without +hit on it is a "caster dps" weapon, throat punch them. We have a hpally in my guild who thinks that just because an Item has +Spirit that he should get it even though our ele/resto sham can use it as well.

No, it's easy to understand.
He's either a Druid, Priest, or Shaman. They get a ton of gear overlap between a heal spec and a caster spec. They use a Spirit --> Hit conversion mechanic in their class. (And Locks are jelly.)
This means that most In gear works in both specs.
The only gear that doesn't work in both specs:
Int + Hit = DPS only
Trinkets: Mana regen or Spirit Proc are healer only.

I get epic gear with items I can use for EITHER spec, and use it main / off spec.
Hit is DPS technically.. but I still think hit applies even for spirit... haven't it tried it for heals, but I KNOW on DPS if I equip an item that gives me hit, it DOES increase my spirit, therefore I take that to mean they are the same with regards to spirit / hit.
I'll try to reword this. I have two sides to my topic:
1. Have you ever looted gear
from charms
that are not optimal to your present spec, and if so, how is that dictated? I can use a strength/agility dagger/mace weapons technically to boost my melee attacks, but that doesn't mean it will drop for me in the charm loot table. Why can I (a healer) get items with Hit, like you guys say, while a dps caster would not be able to get mana regen trinkets? How does this all work? I already know I can technically
use
non-optimal items, and that I can reforge them, but that is a seperate topic. Have you confirmed getting a Hit item while in healer spec? Or a spirit item in a dps spec? How do you know with certainty, that mana-regen trinkets won't drop for dps caster specs ever?
2. Since elite gear is a special class that only drops in certain ways, I'm wondering if it works with charms. Have you ever gotten elite gear with charms? Or thunderforged items with mogu runes in PTR? This would help with personal proof, as I don't want to waste charms that don't access the elite table.

Hmm.... Still need an answer for getting elite off-optimal-spec items from charms/runes (Like caster dps dagger for healers). Please tell if you ever get one. Although not needed at the moment, I'd like this answered before I do.

Well. Back when I did a couple weeks of it, I always rolled in an attempt to get elite loot. While I never got any, some of the people I raided with did.

Rejoice, for 5.3, where you can choose the spec the loot drops for.
Right click your name and select which "Loot Specialization" you'd like, and, bingo, if you get gear, it'll be for that spec.
Really good for gearing you OS.
