roll another toon on a rp server and go try it out... or just go roll another tune in general maybe as the opposite faction or a different race leveling is always something to do.... or you could make some money using the ah or farming mats... because money is always good :)

The top level of Casual play is LFR. Do that if you're interested.
Another option is rolling Alts. If you like CRZ, create them where ever. If you don't like CRZ, create them on Ravenholdt or Venture Co.
Another is going for Achievements. There are so many and they are so diverse that you could spend all your time just doing that, for as many as you can get.

MoP has a huge amount of solo content. In past expansions, I have had enough free time after finishing everything on my main that I generally had 1-2 other max level characters leveled and their professions maxed. This time around, I think the only toon that will get anywhere is my hunter because of all the new solo content.
Since you don't want to do PvE content, then that kills LFR, LFG and scenarios as an idea.
I imagine that with your experience in PvP, you already run battlegrounds and may or may not have an arena team.
Other solo content, which is how I fill my time, would be:
- Battle Pets. There are hundreds of wild ones you can go out and capture, as well as a number of companion pets that you can get through fishing, achievements, grinding rep, completing specific old quests, etc. I have spent a lot of time collecting pets in this game. Also, this is something you can do on your main that will also affect your alts on different servers.
- Mounts- same deal as the pets. Lots to collect, lots of quests, old dungeons, old reps, etc. to try and grind them all out, and they will go cross server.
- Transmog- I have even my under-leveled toons in nice transmog sets now, and fining the right pieces can be fun. Usually I have to look for cheap greens on the AH or run old dungeons for the pieces I need, but the finished sets are really nice.
- Loremaster =D
- Achievements- there are a lot of old achieves that come with pets, mounts, titles, vanity items, etc.

And, rparker, to answer some of your questions directly, I think you are a little unfamiliar with the skill level and the percentage of the player base that performs at that skill level to clear higher levels of content.
The OP has a 2100 PvP rating. Someone with that rating is not looking for random battleground queue's, and is not unfamilar with how they work. I imagine he is looking for either an arena team or an RBG team that performs at THAT level. Only a certain percentage of the wow player base PvP's. Only a certain percentage of that group actually tries for specific arena or RPG rating levels, and only a certain percentage of that group is able to attain a 2100 level rating. It is quite likely that, while you may find people willing to attempt such things on lower population servers, it is much less that you will find people who are willing, and able to perform at that level consistently, who also don't already have a team.
The idea that a pug group on any but the most highly populated server could clear heroic raid content is also kind of far-fetched. In KilJaeden, I ended up doing most of heroic ICC with a pug (albeit a scheduled, weekly pug) group because it was a pug-heavy server with a huge population. On lower population servers, though, if you check wow-progress you'll see that it's quite possible that no guild of a specific faction has cleared all, or even most of the raid content for the current tier. The higher up in difficulty you get, the less people there are who can actually rise to the challenge. And on small servers, there may be enough people who can put together a raid, but to find enough people that are skilled enough and patient enough to clear all raids on heroic- not so much.
If someone has a good guild, or has no plans to do arenas for a specific rating, to do more than casual normal raiding, etc. then yes, a low population server is fine. However, if someone wants to perform at a higher ranked or more competitive level, then they are not just looking for any 2 or 9 or 19 people- they're looking for people who are on par with or better than they are. They might be able to find that on a low population server, but the chances are much lower than on a high population server simply because there are less people to choose from.(##RESPBREAK##)8##DELIM##ElhonnaDS##DELIM##
