***UPDATE****
I have found the issue, have to make it like this-
#showtooltip Expel Harm
/castsequence reset=13 Expel Harm, Jab, Jab, Jab, Jab
---Have to put 2 seconds lower then cd because of slight delay, then put mulitple Jabs in so that you can keep jabbing when Expel Harm is on cd. I also did this with my kicks
#showtootip Rising Sun Kick
/castsequence reset=6 Rising Sun Kick, Blackout Kick, Blackout Kick, Blackout Kick

In the spirit of "less is more"... try this:
/cast Expel Harm
/cast Jab
This will always try to cast expel harm first, if it's on cooldown it will cast jab.
If the "Ability not ready yet" bothers you (I know it bothers me), try this:
#showtooltip Expel Harm
/console Sound_EnableSFX 0
/cast Expel Harm
/cast Jab
/console Sound_EnableSFX 1
/script UIErrorsFrame:Clear()
Hope this helps

I have not had many times in pvp where I don't need some healing at some point and since Expel Harm does more dmg then jab I prefer to use that to gain chi.
@Panora
I did have that macro first, and I guess since I heard the "ability not ready yet" I assumed it didn't work.

/cast Expel Harm
/cast Jab
This thing, it will not work. The macro will only work when expel harm is off cooldown, where it will only pop expel harm. If it's on cooldown however, it fails to cast expel harm and the macro will just stop working.
Macroing two abilities that are on the GCD will never work in a macro, might want to keep that in mind.
Merberan is absolutely right, this won't work. I have done something similar (I guess with trinkets, not sure) and it worked, I assumed this would also. I wasn't aware of the global cooldown thing, thanks for correcting me.
Sorry if I caused any trouble.
