As JemiS said full Boa gear and enchants. You can put the plus 3 or 4 stats on a boa chest, not to mention food buffs an buffs from other players. I don't know if you can do it now but you used to be able to request buffs from higher lvl players before you q for a bg an be fully buffed when you get into the bg.
Nah, they changed buffs like that to work on a percentage, so for example Fortitude now gives you +10% health, instead of the 500 stamina it used to give. There's also a level limit on some buffs.

Base health is the health you have with no bonuses to stamina (i.e. naked). Endurance adds very little health.

5.2 PTR Patch Notes:
Updated January 16
Battlegrounds
Players in low level battlegrounds will have their effective level raised to the maximum level allowed in that battleground bracket. Players' base stats and spells are scaled accordingly and are treated as the same level when determining hits, misses, and critical effect chance.
Rated Battlegrounds now award conquest to the losing team based on their final score. The losing team can earn up to 200

That is...interesting.
Will effectively negate (mostly, anyway) the advantage that loomed out toons have in bgs. Assuming I'm reading it properly.

No, it wont.
effective leve

BoA gear is still going to give you better stats than leveling gear, as well as the enchants. This will boost the non BoA players some, but you will still end up blowing through them.

5.2 PTR: New Heirlooms, Future Item Upgrades
, Ghostcrawler Tweets
Ghostcrawler has been using Twitter instead of the forums for a while, and recently he's been addressing a lot of class balance issues, as well as talking about the PTR.
5.2 New and Upgraded Heirlooms
Patch 5.2 has both new shield and offhand heirlooms, as well as upgraded versions of existing heirlooms that give experience until 85, instead of 80.

well, one thing for sure, as a vanilla toon you stand indeed no chance against all those uber-toons! i have learned to hit and run and avoid as much as possible direct confrontation. if i am alone it always ends up with me dead, even if i am 2 or 3 level higher!

Not really. It won't account for gear differences. In fact, given my interpretation of it, gear differences will still matter quite a bit (especially at lower levels).
Also critical effect chance, I don't think this will have as much effect at lower levels. I remember the scaling was normalized to a specific level at some point.

My take on why i think same of the changes (5.2 PTR patch) will make the difference is that players will be the same level. This will mean greater health pools & base stats will be the same. Gear wise thats another story.
I agree with

at the same time.. BoA items can give that extra edge... but it will have a less dramatic effect then how Battle grounds are at the minute, hence the change... The real answer will only come true to light, once it's in motion.
I hope it will make it more balanced for everyone, will give the battles more depth / challenge. Nothing fun about, one shot eveything because they happen to be low level compared to me. First time players it could be fun... but when you have done pvp since Vanilla... it becomes rather boring.
Since you will all be the same level, players with BoA gear can't single out low level characters so much. So you can still curbstomp i think with BoA's if the player has green poo on. But add in skill factor.. with 5.2 PTR patch.. i think it will make it harder to curbstomp everything.
