I can't remember if SoI+BH generates threat, I think the last I read it does.
However, you are not messing up, Pally aoe threat is ridiculously low, and Monk AoE threat is ridiculously high.
Anecdotally, giving my co-tank (pally) a 5 second lead on an aoe pack (so he got down all his stuff), then going in with outbreak and double talented blood boil as DK (so diseases spread) I would rip everything but the primary target off him - and sometime sthe primary target as well.
Blood Boil is comparable to HotR utilitywise, so it is indeed silly (I didn't use Death and decay either, and he used consecration as well)

This is the reason they are buffing concecration in 5.2. And yes, our AoE aggro sucks right now.
I have noticed that if you are not hit/exp capped, that threat is an issue from watching my buddy tank. He is rocking about 4.5/5 respectively, and struggles to pull off of other people when he is tanking.
On the other hand, my tank is 7.5/7.6 and I have no issue snagging aggro in LFR or reg 25 mans off our DK tank.

Consecration isn't actually being buffed, its just being redistributed so it does a bit more damage at low vengeance, but a bit less at high vengeance.

The base damage of Consecration has been increased by 789%, and it now scales less efficiently with attack power by approximately 11%.
789% sounds like a buff to me.

So a buff for the start of the fight when you need it, and a decrease when you are taking spike damage after you have a significant threat lead anyways.....

Not a major buff for the start of the fight - there is math over on maintankadin about it, aslight (very slight) buff for the first few seconds of a fight, then you get hit, and its no longer a buff.
Cons is going from:
103+18%SP holy damage per tick (927+162%SP for full duration)@90
to:
913 + 16%SP holy damage per tick (8217+144%SP for full duration)@90
Remember a tank doesn't start with 0 AP - more like 20-30k depending on gear level, meaning that at 0 vengeance (and 30k ap)its going from 2803 dpt to 3313 dpt. At 50k vengeance its going from 7303 to 7313 damage and at 100k vengeance its going from 11803 dpt to 11313 dpt.
The differences at low vengeance is miniscule, and at 0 vengeances it is a buff, but a negligable buff - it won't help aoe threat, primarily because its not snap threat.

Now I OT for my current guild and our MT is a monk. I feel like it is literally and absolutely impossible to out AoE threat that guy. I'm curious if there is something wrong with my snap threat? I blow off AW, HA, LH, AS, Cons, then enter my Hammer of the Righteous rotation all while using Seal of the Righteous. So where am I messing up? Not enough strength? I flask and pre-pot. I'm running out of ideas so any input would help. I'm including a armory link for my toon so if anyone has any critiques they would like to toss in feel free.

It's not you. Pally AoE was once the strongest in the game. Now? It's a joke. Hammer of The Righteous hits like a wet noodle and now that SoI can not longer trigger from it we lose out on the healing aggro as well. Monk AoE in particular is ridiculously powerful and also has no CD and as far as I know it doesn't suffer a DR when hitting larger groups. For example, at the start of MSV , the multi-packs of trash, even if I'm the first tank to a group and HotR > Holy Prism myself > Holy Wrath > Conc, the lower iLevel monk off tank easily picks up 3/4 of the group if not more, in just 2-3 spinning crane kicks, it's insane. One funny thing is that he usually dies 75% of the time because he was sck instead of popping any sort of CD.
Since HotR doesn't heal us when we use SoI switch to SoR for AoE, it helps a little. 20k+ HPS as the tank using SoI+HotR while tanking Wind Lord Mel'jarak and hitting all his adds, I guess was just too OP, so Bliz had to nerf the hell out of the combo.
One last thing... AoE trash DPS/Threat really doesn't mean a damn thing so don't beat yourself up about it. I've just written it off.
Our reign as AoE kings is gone. All hail the new king of AoE... Monks.
