Couldn't hurt letting us know your spec. :) Also doesn't hurt if you tell us what you're doing - instances, questing, PvP...

Here's how I do it at (currently) 86:
Open at max range with Starfire, casting a Moonfire as soon as you're done casting Starfire. Then, while the GCD lasts, move away from the enemy. Proceed with Starfire until the enemy is within range of your Typhoon, at which point you knock it back (and again use the GCD to move a little further away). Proceed with Starfire until you get Eclipse, at which point you shift to Wrath. Recast Moonfire/Sunfire if it drops off, and unleash any freecast Starsurges you get.
End and/or start the battle with rejuvenation.
If you should be casting wrath, open with 2x wrath before you do moonfire/sunfire. If you're at max range, this means the first wrath bolt and the moonfire hits about the same time.
Use roots to tie enemies up if you need a breather, or if you're fighting more than one. If there's plenty of free space around you, you may want to cast Starfall as the enemy comes into melee, but it does tend to attack things you don't want to fight.
Fighting multiple opponents, I like to put a moonfire on each as they approach, open Starfall, and then Hurricane/Astral Storm them. If you get pressed, Typhoon them away, and run while casting your instant casts heals. Then let them come back and smack them with fresh attacks.
Starfall can well cause wipes in dungeons if it attacks a pack your tank didn't mean to attract, so be careful with it. Smack Moonfire/Sunfire on as many mobs as you can so you proc plenty of free Starsurges. Use Astral Communion before boss fights to get a good start.
That's all I can think of right now. Good luck!

A bit late, but this may help others.
1. Do NOT start with Starfire/Moonfire. Why use an instant that throws you into combat when you can spend the lead up in a long cast?
2. Use the Astral Communion to get your bar near an eclipse.
Pretty much this:
Communion to within 1 cast of eclipse.
Entangling Roots
Optional: cast Starfall if you won't pull too many mobs
Cast Wrath/Starfire (if you're fast enough and far enough away, you can follow with Starsurge and neither will hit before you pop Sunfire)
Sunfire/Moonfire (always cast non-eclipse version first)
Starsurge (if not already cast)
Spam to other eclipse, being sure to use Starsurge procs asap.
Refresh DoTs as needed
If you mob isn't dead in short order, you need to speed up your cast queuing.
The other option? Level as feral. MUCH faster.
