That build has been a topic that was discussed numerous time and most warriors have generally agreed that concussion blow is too expensive to get. It is the same reason why most rogues wouldn't put 5 points in Deflection just to get Riposte.
Not that it hasn't been tried before, but you are free to try it out, whenever you reach 70.

Deflection isn't always taken because rogues aren't typically facing a creature in raids.

Please see the section in the Warrior FAQ which explains Diminishing Returns. Most of our abilities share diminishing returns & that goes for more than just a warrior, they share with other abilities such as Intimidation or Cheap Shot. Even Impact shares returns with our mace procs.
Hamstring Immobilization also shares diminishing returns.

I think he's speaking from a PVP perspective and the majority of PVP rogues are not combat spec, but Assasination/Subtelty Hemo build. And even those who are Combat spec for PVP would be foolish to take Deflection over Precision. The idea is that that concussion blow is not taken for the same reason Riposte is not taken, which can be effective in PVP, but too costly.
