I don't think an addon like this exists, however, it is technically possible for other addons to access these profiles, they mostly use the Ace profile structure. Might be an idea to toss to UI creators, have some small addon to sync settings across characters.
Anyway, one way to deal with this is to use the "Default" profile, some addons even default to this profile, unless you select a different one for a character. You can select that profile manually for every character, or you can edit the addon's SavedVar at:
\WTF\Account\Accountname\SavedVariables\AddonName.lua
while not logged into the game.
For Ace addons, you will see a structure like this:

In
, the left mention of "CharX - RealmY" is used to identify a character, but the right one is just a profile name pointing to an entry in
that you can change to "Default", or, more likely, your main's profile if you wish to just copy his settings. Take note that changes made on one character will happen to all characters that use this profile.
It is wise to back up the file first before making any changes, you may break it in the process, destroying part or all of your settings for that addon.

I was going to say, generally all my addons I use have a profile setting, where I can have a default setting that will automatically be applied to all toons, or the latter.
But this is within all the addons, not just one all together. Like Nulgar said, I don't think one exists. I've just kinda learned to live with it lol
