Just a little advice. Was GM of a guild for two yrs when I had to take break because of death in family. Guild was OK , raiding. When I got back it was almost folded. I'm a good GM, raider and player just not raid leader . How would I interest someone on another server for the raid leader spot ? Really would like some fresh blood.

So essentially you're asking the community here what they'd recommend you do to entice someone with Raid Leader experience to come lead your raids? I just want to make sure I'm understanding... as well as everyone else.

Well, I too was a GM of a small 10 man raiding guild back in WoTLK. I took a year break from the game and came back to find that everyone had been kicked out and someone had basically taken over the guild and was selling scraps from the gbank.I would not be interested in starting another one; I only made this guild because I wanted a place for my friends who liked raiding but did not like the raiding guild environment or the "hardcore" raiders typical found in them.
I can't really tell you how to get your old players back, but I can share with you how I got these people to join in the first place. Keep in mind, its going to be a lot harder since LFG and LFR. You probably won't see as many pugging in trade like back in WoTLK.
A. Find people who are good at what they do, but have been oppressed or mishandled in other larger guilds. For example, one of my guildies was always the off tank in his other guild. They never let him main tank and he always got second dibs on loot. Or me personally, I always had to heal raids, so I readily joined a guild which allowed me to play as a moonkin. It may be harder to find people like this because they will already be in a guild. You could simply state that you are looking for members to fill those important roles. "Looking for MT for core raid group", for example.
B. Another more slightly more intensive method is recruiting people who have either been on break or have just begun to catch up in the game. Typically, these people will be undergeared. However, you can probably tell by their achievements that they have previously been raiders. And though raid bosses may change, the skills required to be a good raider really don't. You can easily lure these people because they will need help leveling, or need help getting gear. The danger in this is that they may use you as a stepping stone to get to a "better" guild. But usually people remain loyal if you take the time to help them get ahead.
C. A huge part of attracting people to your guild is having the skills to raid or lead it yourself. If you can demonstrate that you and your guild can successfully complete raids, your actions will speak for themselves. Some of my guildies joined because they saw how well I ran pugs with people from trade. Before forming our guild, we almost cleared 10 man ICC with about 60% pug . This attracted more people because they realized we had a core group and that they could get something accomplished if they joined.
D. Finally, if you really want raid leaders, try using the people you DO have. I'm sure everyone has the potential to lead raids. Encourage your guildies to get better gear through questing, rep, LFR, any where. Build up the people you do have. Ask them to lead heroic dungeons as practice, or try running older raids and letting them be in charge. Though the raids may be outdated, the mechanics can still reveal who would make a good leader. In addition to sorting out the best candidates, it can be a fun bonding experience, and im sure if mounts or special items are in there, people will be happy regardless.

I'm a GM of a capped guild. I am a 5boxer and currently spend most of my time with dailies, farming mounts / pets, and trying to level 40x guys to lvl 90 on this server. Although I'm fairly geared, I do not raid.
The guild itself is a very mature place (I have gkicked over 1000x ppl this year to maintain this quality) who pride ourselves in being helpful and nice to each other. I founded the guild with this intention in mind. As I constantly recruit, I'm always looking for other like minded ppl. We don't curse in GC and keep the atmosphere pg-13. Many ppl are in awe and state that the 'friendliness' reminds them of vanilla.
That being said, I do not lead any MoP Raids. With some effort, someone who fits the above description is welcome into a leadership roll for RAIDs and leading RBGs. Will I make you guild leader? -No-. Someone could, however, receive a unique rank and have the ability to lead Raids.
A 35person vent has already been prepaid for a year and is already available to the guild.

I think what the OP is looking for is a new RL for his guild- not to be a GM or RL in someone else's guild.
Another thing you could try is Open Raid. You and your guildies who want to raid could sign up there, do some raiding from now until you find a new RL, and maybe find someone who has been leading Open Raids because their own guild doesn't raid, or doesn't raid enough for the. If you build a rapport, and show what your raiders are competent, you might convince someone to server-transfer that way. If nothing else, if your guild is banging out the new content in open raid, it could attract new raiders to help fill in the gaps in your team, knowing that you are progressing.
