These lists are meant as a general guide for a Protection Paladin getting ready to raid at level 90. The list can also apply to Warriors and Death Knights as well, though they may have slightly different values in gear than we do for the ones that there are multiple choices. I do plan on updating this list sometime in the near future with a Raid BiS for T14, and eventually any new heroic dungeons and raids they introduce. As well, I'll update with forum item links when possible to make this more convenient.
I did not include items that had only hit and expertise as secondary stats, nor any that had haste included. There are several items with mastery and haste which can be useful since haste does affect our GCD in MoP, but unless there's sound theorycraft that we want/need it, I'm not including haste and mastery items. There are a few items listed that have hit or expertise with a tanking secondary stat, but I prioritized survivability (dodge, parry, mastery) over DPS (hit, expertise).
There will be two lists included; one for purely 5man heroic gear, and one that shows the best valor point and crafted items available. Keep in mind the full valor point list will take up to 21 weeks to fill up, minus whatever slots you upgrade with raiding pieces before you get that slots valor item.
This list is subject to change due to any balancing Blizzard may do in regards to stats on the items, removal of items, or addition of items.

After you're finished gearing in heroic 5man dungeons, you have quite a few valor choices to get to replace the heroic dungeon gear as you begin to raid, as well as a couple of possible crafted pieces. To get every item here it takes roughly 20,500 Valor and 1,250 Justice, plus however much it costs to make or buy the two crafted pieces.

Special note on Seal of the Unscathed and Alani's Inflexible Ring. These two have a unique-equip that is shared with Alani's Inflexible Ring it seems, so both probably aren't equip able at the same time. If they are able to be worn at the same time, they're both best. If not, one or the other, then the other two rings fall in place. (I know the Seal of the Unscathed isn't in the MoP Wowhead database yet).

With the amount of parry str provides, its a decent enough bonus - though looking at it (the chest I'm assuming) the bonus is there to ignore, look at the str on the chest and the stamina, its already skewed to stamina, its just instead of getting bonus stam from gemming, we already got the stam, and we can get the str we paid for it back if we want.

If you'll notice, this is so far simply the gear choices before you get into raiding. I'll eventually be adding a 'BiS' list for T14 and filler pieces.
Also, though it may be a slight fluke at the moment, strength has a really strong conversion to parry. Reportedly almost or as strong as actual parry rating itself. I had the numbers in one of my notepad files, but... I've either deleted it or simply forgot to save when exiting notepad. :(

Last test I saw on Maintankadin had strengt being better for parry than parryrating (made up for by the fact that secondary stat gems are twice the "budget"), so yeah, str is very strong for parry.
In my opinion it isn't a fluke, as its a direct result of the buffing of parry diminishing returns;
http://sacredduty.net/2012/07/06/avoidance-diminishing-returns-in-mop-part-3/ where we want ~about 3 times as much parry as dodge - word of blue said it was intended, and that for actual rating we would probably want equal amounts and the rest should be provided by str -> parry.
In effect setting us (and the other plate tanks) on an equal footing with the agi tanks agi -> dodge.

Another nice piece that tanks can very easily acquire is
Masterwork Spiritguard Shield, courtesy of your friendly neighborhood blacksmith.
Another thing I might add is that 20,500 valor points will take you 20.5 weeks to acquire. In that time it is likely that the next tier of raiding will be out by then. Pick your valor pieces carefully.

Wait are they changing the Strenght to Parry Conversion?
It seems to be 1:1 now or i am just stoned or rather my RatingBuster is bugged, but my calculation shows 1:1 ratio as well.
As for the list. Its a good one, but it suggest its a good idea to use VP for rep gear while its clearly not. (upgrading 483 LFR piece to 491 costs less VP - beside the rings, wrist and cloaks and offers higher ilvl, not to mention possible tier bonuses). There are plenty other better places to use your vp on.

I was pulling 9k on my other pally tank when I pinged 85 on him yesterday. With the way that is and with Strenght Stacking if its Viable (sp) then tanks could possibley be in the top 5 for dps.
Also worth noting the complete
change of mechanics regarding stacking and avoidance.
