If you're enhancement, you use FS every time after Unleash Flame to use the buff. Unleash Elements is a 15 sec CD. If you FS - ES - ES, that means FS will be up to use every 18 sec (w/o any points in Reverb). That means that ideally, they'll always sync up. I'm fairly certain that even clipping two tics of FS with a powered up FS (via UE) is better than ES followed by a normal FS. You wouldn't want to wait on UE just for FS to come up since the haste buff (via Unleash Windfury) is significant.
If you're elemental, you only want to use Unleash Flame when moving. In that case, it's better to use the buff for a LvB rather than a FS. If you really want to max it out, when you have the Unleash Flame buff up, you can cast a LvB then immediately cast FS and both will be powered up. *NOTE* To do this FS needs to already be on the target for LvB to crit, and this is only beneficial in anyway if your current FS dot is close to running out; clipping an entire FS dot wastes the GCD you spent to cast UE.

So what ought our DPS rotation to be, typically, for Cata? Or is it more of a list of "priorities" that are more situational? I've been playing around with rotations... And tossing UE/Goblin Rockets while running in towards a target.
Had a wild idea last night. You may think this is totally stupid. Enh Shamans don't make use of Lava Burst -- though they had once promised to put it in with Maelstrom Weapon (guess it went the way of that pet moose!) -- but would it even be beneficial to Flameshock, pop Spiritwalker's Grace, and fire up a Lava Burst (for a guaranteed crit!) on the run in? All of our other CDs would be ready to go.
There are also some fights where we have to run out of melee range (the final boss in Vortex Pinnacle), or a boss goes into a flight phase (The dragon in Stonecore), and I have been playing around with casting Shocks, LBs, UE, Goblin Rockets and even Lava Burst, to keep my DPS up while they're out of range.

Now that's using your nogin! Just be careful though, if you do that on a boss, get to melee range and hit SS then LL, you run a very real risk of pulling off the tank. I haven't really found a use for Spirit Walker's Grace as enhancement yet, but combining it with LvB is an excellent idea.
Top theory crafters will tell you that the
exact
best priority order needs to be sim'ed individually since one or two spells can switch spots now that we've lost our T10 4pc. I think our
T11 2pc
will settle it out like this however:
Searing Totem
Lava Lash
Storm Strike
Unleash Weapon
Flameshock (if Unleash Flame is up)
5MW
Feral Spirits
ES
We don't have a BiS list yet, so we don't have a "BiS" dps priority quite either.
If you're running at a target you definitely want to use Unleash Elements and Flameshock if they're available. I wanna try that LvB + Spirit Walker combo, but I'm 95% certain w/o misdirects I'm going to pull big time XD

This is a bit out there, but do you think using
Shamanistic Rage
's no-mana-for-offensive spells part for actual casting could be viable? The change in rotation would of course still include Lava Lash, since it's our most powerful attack, but other than that, most of the abilities can be used before Shamanistic Rage is activated.
Not saying this 'cause I want to be a caster, but because I've never seen it brought up and I'm curious.
(I don't really know the numbers our abilites produce up there - haven't been playing much yet on that character so my shaman is still level 80.)

used to boost our DPS output with T10. I use it strictly as a damage-reduction cooldown now, though, since mana regen is just not an issue in Enhance. (Unless I want to cast something "huge", like trying to rez the healer after a battle) And since Sham-Rage doesn't reduce the cost of healing spells, which is the other thing I would use it for in the heat of battle, I save it for when I know a boss is going to drop the hammer. There are many times where, if I'm prepared with Sham-Rage (and a glyphed Stoneclaw totem), I'll have the highest % HP of anyone in the group.

(I suppose I'm going to have to see if I can wrap my brain around one of the simulators... wish these things weren't quite so arcane)
I expect that LvB will be somewhat weaker for Enh-shammies than for Ele-shammies, and so it may not be as much of an issue. But it may, at least, be competitive when we're stuck outside Melee range. Tossing a LvB in PvP seems to make enemies think you'll be a lot easier to kill (since they assume you're probably Elemental) before you lay 'em out with your Feral Spirits.
I also pop Spiritwalker's Grace when I need to toss a few heals on myself in PvP, or in encounters like the battle with
Anhur
. Healing Rain is still half-decently powerful in enhance, when a bunch of melee will need some backup heals. And I can start casting that on the run into a boss if need be.

is a winner! Getting 12k crits out of Lava Burst with my crappy, unenchanted/ungemmed gear. Not uber, but not bad either. And, it procs Flurry, by the time I'm smacking something. Very sexy.
I may have to respec to take Elemental Devastation, since I can pretty much force a crit at the beginning of a fight. (I've been skipping it... opting for haste over crit)
