So I've been reading on some sites and they say that I should have 12.5% raid buff, is haste capped at 12.5% percent? I then read on another site that if you think you need more haste for reaction get more but wouldn't that go over the haste cap if there is? If there isn't should I not worry about mastery and reforge the gear I have that has crit or mastery to haste?

There's 3 haste caps.
12.5% is when your renew, divine hymn and hymn of hope reach 5 ticks.
37.5% is when the aforementioned spells reach 6 ticks.
50% is when your GCD reaches 1.0s and won't go any lower.
At the T11 level of gear, we won't have enough mana regen to support more than around 15% haste, which is why theorycrafting sites are suggesting to go for 12.5% or slightly more if you need it for reaction time.
Your gear should be either spirit/haste or spirit/mastery, once you have reached around the 12.5% mark raid buffed, reforge any remaining haste or any other undesirable stats into mastery.
If you have gear that isn't spirit/haste or spirit/mastery (which is probably seeing as it's early in the xpac and you probably haven't had time to get into BiS gear) use the following rules:
Spirit/Crit - reforge crit to mastery (or haste if you are below the requirement)
Haste/Crit - reforge crit to spirit
Mastery/Crit - reforge crit to spirit (or haste if you are below the requirement)
Haste/Mastery - reforge the higher of the 2 stats to spirit

Good tips, Donnymurph. However, I like to try and keep my haste, crit and mastery ratings pretty close to each other. Haste and Crit benefit each other so much that stacking one becomes a bad idea. I don't have the maths on this but I've seen Zusterke, Derevka, and others on the EJ boards say the same thing; they all feed off each other, so keep them balanced.
At the moment I'm running with 956 haste rating, 863 crit rating, and 824 mastery rating. I'm okay with being below 12.5% haste for the moment.
I would agree, though, to aim for pieces with Spirit on them as a default. If you get an upgrade with pure throughput stats and no Spirit, to reforge the higher stat to Spirit. Good overall tip, there.

Crit is lack lustre for holy. Bottom the the pile. You want
Intellect > Spirit > Haste > Mastery > Crit
Haste over 12.5% is good for heal...thats about it. SO once you hit 12.5% then you can start on mastery. Don't actively seek out crit. It's just not worth it.
