1. Look at the AH on both sides and find stuff that are cheap on Realm A and expensive on Realm B.
2. Buyout a crapload of before mentioned stuff, use all your gold down to the 20k limit
3. Server transfer
4. Sell goods on Realm B
5. You got your money again. and possibly more indeed.
I have an "off-realm" im over at sometimes. Primordial Saronites go for 600-700g there. usually i use all my money on them, move back on my main realm and sell them for 1200g.

Short of converting all that gold into items of value (make sure you research your destination realm's economy before transferring tho), you'd need to split the wealth between multiple characters and pay the $25 transfer fee for each of them.
Buying items for resale is iffy at best unless you know what you're doing, this late in the expansion I wouldn't even bet on primordial saronite without accepting some loss.

You might also be able to contact a GM, ask for a review and full transfer of gold.... My question is, if that specific character has over 20k on him, what happened to the remaining amount since only 20k went through

It disappears into nothingness.
Well thats complete BullS. I hope Blizz put the extra onto another character under the same account.. I would be !@#$%ing if i lost that much gold

Since the character transfer information clearly states how much gold a character is permitted to transfer from one server to another, I don't see how a customer's failure to comply with the stated rules is Blizzard's problem. It would be kind of them to restore the gold, but they are in no way responsible for a player's failure to comply with the rules.
That being said, I may be mistaken here but I think having more than the stated amount of gold
might
cause the character transfer to fail.
I know having mail in your mailbox will cause it to fail, as will having auctions listed on the auction house. All auctions must be completed (cancelled, expired, or sold and the money collected) before a transfer can be completed, and all mail must be retrieved. It's possible a character having too much gold might make the transfer fail to complete in the same way as the mail and AH issues.
Anyone feel free to correct me if I am mistaken about how it works! I've read the transfer info but never felt the burning desire to spend the money and transfer. Make a bunch of alts on different servers? Sure, but not transfer. :P
True, but i say they should just fail the transfer, just like they do if the character has incoming mail. They can not expect everyone who pays (with hard earned real money) to catch every guideline they have set forth. I payed for a transferr for a few characters. I have receaved more than the 20k with the transfer. The only problem i had during a transfer was that 1/4 of my completed quests were reset, and I got to do them all over again.
It was kinda funny tho. I was redoing quests that were in the middle of a quest line. Normally If you have
Quest A
and
Quest C
complete, you would have to had
Quest B
completed also.
