depends, what are you gonna do?
Arena 5v5? Roll in tankgear?

You dont have one of the most important talent,
Incite
. take points from Improved Discipline and Viligance to put points there.
This spec
is much better. Take one point from
Improved Spell Reflect
if you are doing 2s or 3s and put it in
Cruelty
.
Roll in tankgear?
In 3.3.3 It isn't good to go in tank gear (remember the Shield Slam nerf?). a blend of Pve Arp gear and PvP sets are better. This way all of your abilities will hit harder and piece with arp generally have higher str too which will boost all of your abilities further. I find it to be good to have around 900 res and 50-60% arp. A good PvP piece to switch out would be the chest OR the legs for
Castle Breaker's Battleplate
OR
Leggings of Painful Death
. Getting a arp proc trinket is also good, but, for the love of god, do NOT get
Needle-Encrusted Scorpion
. It sucks.

well, if your in 5v5, prot can play a more support roll, its good to have a cc'er that can take a beating and thats why tankgear would help with more dodge and parry.
But if hes going to be a nuker then ofc he will need the dps gear. (but he never said what hes gonna do)
Vigilance is a good talent to have in Arena, 3% less damage on your healer, yes please.
And incite, for many HS as prot? Its kind of meh if your not going to be the target and get all that rage.
And since he never said what he was going to do, its hard to give him a spec.

That was a quite general spec. I still think fully PvP geared is better than part tank, part PvP. Resilience helps quite much against anything while tank gear stats like dodge and parry only helps when you are facing melee which will usually attempt to stand behind and/or cc you while beating on you. Incite doesn't only help heroic strike, even though the others are quite the same, they still play a role. Isn't arms warrior usually focused? If that is the case a prot warrior could always have a 2h when entering arena and then switch to sword and board when you think that the opponent think that you are an arms warrior.
I still don't think that vigilance is worth taking, even though it is 3% less damage on the one you want it on. Dunno why I think this way...
