I installed a new graphics card, kicked all graphics up full, I have seen some amazing transformations in all zones. even outlands into the netherstorm all the lightning.
but I have not seen any weather affects in Northrend, is there another setting for that?

No, they didn't add in weather effects for Northrend for some reason.

No, they didn't add in weather effects for Northrend for some reason.
I was noticing that as well and the only thing I could think of might be that it interferes with the zone phasing in some way or another or having both phasing and weather effects in a zone might put too much of a strain on lesser computers.
No idea if that's the case or not, but it's all I could come up with as far as a decent reason.

Actually, I think it was more they couldn't be bothered to add it in as most players complained about the weather effects messing with their latency and the like in BC times, so rather then open up a new session of QQ, they just left it out.

They didn't really add any weather effects in TBC either. There are standard zone-wide effects (like the rain in Zangar), but not the on-off weather like in the zones on Azeroth.
For anyone keeping score, weather was added to WoW (including the sandstorms in Tanaris) in patch 1.10
