For the Horde, Lokra is rewarded from the quest The Frostwolves Stand Ready, which becomes available after The Battle of Thunder Pass. I missed the quest running through the stone tunnel the first time, so be sure to get it before moving on!

The quest giver is Makar Stonebinder (Coords: 78.2, 55.0).

I actually got Lokra in upgraded quality. She's Rare quality (Blue). Not really sure if there are any differences between different qualities apart from the colour. Possibly has a higher chance of completing missions?

Trivia:
After becoming a follower, Lokra starts wearing a Frostwolf Pelt & Headdress, probably due what happened in Moving Target.

Her Frostwolf companion, Asha, dies during the first moments of the quest.
Following Frostwolf traditions, Lokra skins and starts to wear her, so that she can remain at her side.

To completely clear any confusion:

Each faction's starting zone has a quest from which you can pick 1 out of 3 followers (only 1 of them available per character/garrison). Each of these options has an Alliance and Horde version, with 3 different but connected IDs: a both-faction ID as well as their own faction-specific ID. In order to compare all 3 options from each faction, and as a way of distinguishing between their ID pages on Wowhead, here's a post providing an overview. These links show all the IDs, and you can find comments at the faction-specific pages. After the first weeks of the expansion, Wowhead has removed comments for the both-faction IDs, so things should now be even clearer.

All of these followers are from Alliance quest Friend of the Exarchs (an optional chain in Shadowmoon Valley) and Horde quest The Battle of Thunder Pass (in the last questline of Frostfire Ridge). These followers are all Draenei (stacking with Ally of Argus) or Orc (stacking with Child of Draenor).

Rangari Chel / Lokra is normally a reward from The Battle of Thunder Pass in Frostfire Ridge.

However, as of patch 6.1, Contract: Lokra is available from Nalya Battlehorn at a cost of 5,000 gold provided you chose another follower as your quest reward.
